Anyone heard about anything special for a Catachan army, or are they just going to be "differently dressed" IG?

From what I hear it'll depend on the Special Character you take, so for Catachans I guess Straken will modify the army somehow.

I have seen rumors about Sly and Iron hand coming back

The best (only?) chance is that some SC will grant an army wide ability.

However, you can still take Vets as troops and give them infiltrate/move though cover USR. Combine that with great access to Heavy Flamers and perhaps some Penal Legion squads as "Bad A$$ Catachans", and I can see making it work.

What about getting scout or infiltrate for normal platoons?

Doctrines are gone Kid, you know that. There's no such thing as a 'Catachan' army any more just like there's no such thing as a Beil-Tan or Night Lord army.

Fancy stuff like Camocloaks and Infiltrate for infantry platoons looks like a thing of the past.

But, again, you can take Vets as troops and give them Camocloaks, Infiltrate and MoveThoughCover (and they even come with defensive grenades "booby traps") So you can have an "elite" catachan army.
