Hi,
I have been working on this fan made Necron codex for some time now. My aim is to give the Necrons more personality, reduce the C'Tan to legends and not table top characters and generally make Necrons more playable.
Over all I have added the background from the codex with slight alterations, fan made stories and art (I take no credit for these at all all credit to respective author/artist), I have given indepth background for majority of characters introducing new special rules and new units.
I haven't play tested this as yet, and it is only a rough copy NOT A FINAL. If you could give me feedback I would appreciate it.
I know not everything will be to everyone's tastes, but hopefully it will make most pleased with it. Please only post constructive crits and suggestions so I can improve this even more.

You can generate pdf files with open office (google it) if you want to remove that annoying banner from the top of every page.
As for constructive comments:
The Avant Garde: you need to flesh out the vehicle control rules. Lots of loopholes there. Does the vehicle count as a contesting unit for the Necron player while it is under control? What happens to the passengers? What happens if the enemy wants to shoot their own vehicle to stop the Necron from controlling it? What happens if it popped smoke the previous turn? What happens if it was shaken or stunned when taken over? I think it would work better as a one use per turn thing. Give the Garde a high-strength weapon and say he can elect to fire one of the vehicle's weapons if he scores a shaken or stunned result in close combat with the vehicle.

I agree that it could use some tweaking, but most importantly (and typically) it needs editing in the worst way. Many words are misspelled or misused and the grammar of the fiction definitely needs to be addressed. If you'd like some help giving it a bit more polish, I'd be happy to volunteer, just drop me a PM.
Just a little example, "Due to partly being driven insane, or a possible shock tactic Flayed Ones also cover themselves with the freshly flayed fresh of there victims, earning there namesake."
Freshly flayed fresh... that's great.

Wraiths have power weapons which makes up for those changes.

Some of those are general 40k rules. All vehicles can contest objectives, but while its under Necron control (which is for one turn) it will do so. I will clarfiy that in that next version. I will get these rules ironed out so they are 100% sure. Thanks.

Not bad overall, and I am most impressed at the effort that you've put into it with all the little fluff pieces, artwork etc. For that alone you should be commended.
