About a month or two month's ago I decide to change armies, I went from Empire to Chaos (You could call me Archaon) and after playing a few games with Chaos, a couple of people were talking and mentioned about how the newer armies seem to be stronger or more powerful (hence Power Creep). I was just wondering do people find with the newer army books is there a power creep in the armies, or are they still balanced.

There has never been a point and as GW currently produce the game and the codices/army books, there never will be. When I left the fantasy game many moons ago, the Skaven and the Brettonians were owning everything in sight. When I was playing back in the days before army books, Chaos owned everything, they had two massive rulebooks compared to every other army being a couple of pages in a single book half the size of either chaos tome.
Only way I think we could achieve balance would be to release the codices/amy books all around the same design ethic, produced by the same team, not one individual. Then release them as a PDF online for review and playtest 3 months in advance, then after feedback, meeting and agreeing how to finalise and release the list.
GW don't have that ideology with their games, they view it as a play at home game with your mates and don't understand that even that level of casual play sucks when you have a few regular friends playing and one owns the entire group due to the codex or army list being so off the wall powerful that they can't help but win.

I believe the power creep is mostly embodied by the fact that GW have gotten into this trend of reducing point costs by about 15~20% on a lot of units in the new books. (DE's got a major point reduction on a lot of their units which is arguably why they're doing so well right now)

There are a few things that fall into Power Creeping.
1.) It's the newly done army and some folks will find reasons to play them just due to the fact that they are new.
2.) The rules are ever changing. As new ideas come along, until a new edition is released, there will always be a bending of the current rules - so to speak.

There is some power creep, but it's mostly Daemons Vamps and Dark Elves.
Not too bad, but some armies can struggle against 'em

Oh there is such a thing as power creep. I shudder to think of what kind of gonzo bonkers army book comes out thst stomps Daemons. And if it does, how badly it railroads non-daemons.
