i just picked up a land speeder model for my templar army, the question is, What weapons should i give it to make it anti tank and anti infantry?

Both - Marines are one of the few armies where you can swiss-army-knife them. Arm it with a HF/MM. Start off by hunting tanks. When you're done with that, hunt infantry.

i kinda agree with D.B.M...
anti-tank role first if you need it with the obvious choice a MM. If you stop right there I believe the speeder is an efficient 60 pts. I am unsure how much a HF would be. If it keeps the points at or below 75 i would consider it.
Speeders go down really easily so I wouldn't expect it to last much longer than 2 turns if you're an aggressive player. AV 10 skimmers are vulnerable to bolter fire.
my recommendation is keep it cheap!

I used to run MM/HF Landspeeders your enemy will hate it so much. 12" and fireing the HF will really anger players, but that's after it's Anti Armor tasks are done.

The missile launcher is pretty nice as well, but it costs a lot. And thinking of it, I'm not sure how it works in the Templar codex.
I run mine with just a MM. It is very rare that I miss a HF on them. But I play a pretty infantry intensive marine list, so I usually bolter hordes to death, and the MM usually have targets a plenty as long as it lives.
