It depends on the style you want. Generally you see either a foot slogging horde (personally I think boring), a super speedy raider mounted army, a balanced army (some raider some foot), or a wych cult. I would personally stray away from the wych cult as when 6-8 years from now the DE finally get their new book this list may not be viable.
A good starting force is a box or two of warriors, a raider, maybe a couple of reaver jetbikes and an archon to lead it all. This gives the starting point for both a raider army or a balanced army. You may want to check ebay for some deals as since they're mail order only it's not like you could even support your FLGS.

Im not gonna get too caught up in DE as im goin to start with my tau first. But id like to know when the new DE codex comes out
I would wait until the new codex comes out to ask for advice if you are in a waiting pattern anyway. Since they will probably redo much of the line, and the codex is older than dirt, any advice we give you on dark eldar right now might change completely between now and their release.
BUT if you just have to start buying DE stuff, I would get a couple of squads of warriors with dark lances mounted in raiders with dark lances. The Archon isn't a bad suggestion for the initial HQ.
My advice would be not to dump a ton of money into dark eldar as a second army until their new stuff comes out.
