Well, first off, a slogan:

CHQs are
BS 4, with 4 assault weapon slots, and the ability to issue orders. Compare a CHQ squad to a Vet. Squad with Bastogne: Sure, it's only 5 models, but it has eight wounds, and can issue its own order AND an extra order. For roughly 1/2 the price.
Anyway, other than your
HQ shortage, here's some quick thoughts:

My first reaction: Yuck! The only reason not to give an infantry squad a cheap autocannon is because you plan to move it. Sniper Rifles, being a heavy weapon, suggest you plan to stand still. Buy those heavy weapons.
Also: Sniper rifles alone don't work, unless your whole strategy revolves around pinning checks with Psychic Choirs.

Drop those 2
ML HWS down to 2
AC HWS. You'll save 30 points, and be better!
2nd Infantry Platoon
Command Squad w/ Al'Rahem, krak grens, and 3 plasma
2 Inf squads with krak grenades and a power weapon sergeant
The entire platoon is in Chimeras and outflank
Again, why only 3 plasma? And even if you plan to be mobile, it might be worth buying cheap heavy weapons for games where you decide not to be...
Vet squad mounted in a Chimera
Bastonne, Grenadiers, and all have Shotguns
Basonne seems very expensive for what you get. As does Carapace, since the Chimera can keep the passengers alive. And these guys NEED assault weapons.

HB and save 30 points. Most hull-down positions deny you a field of fire for the hull weapon, anyway.
