I was thinking of modeling some Kroot as conscripts and using the "count as" selection. As long as I have good reason for doing so...would it be possible to pull it off (ie for local tournies and fun play?)

Eh, GW models for a GW tourny; I'd be cool with it. You just have to watch out for those that say, "Well they are Kroot, and since you can't have Kroot in a Guard army, that portion of the army is null and void." Or they might tell you that you just can't play since it isn't the valid point amount.

I'd suggest doing some sort of modification to them, even if it's minor. Make it so it's obviously something different from normal Kroot. People complain less about a fun conversion.

Some ideas: Equip them with Guard gear, like maybe they've come to admire the guard a bit. Lasguns, maybe an occasional helmet, bits and pieces worn in the somewhat ritualist method Kroot seem to like, etc.

Working on someting you'll either love or hate. Hopefully to be revealed by November.

Another thing you could do it cut down the barrell size and cut off the blade at the end as well. Giving you a much shorter gun that would be easier to say they are using lasgun instead of the kroot rifle.

Also, you should give some reason as to why their stat line is absolute I suggest equipping them with booze and saying that they cant aim well because theyre completely hammered

no one would ever do such a sad thing

but the idea of kroots as cons work fine
as said, adding some tech from guard to them will help with the look and feel of them, but i wouldnt mind them even as standard.

I think kroot might work better as penal legionnaires, personally. Better close combat abilities and whatnot.

Anuvver fing - when they do sumfing, they try to make it look like somfink else to confuse everybody. When one of them wants to lord it over the uvvers, 'e says "I'm very speshul so'z you gotta worship me", or "I know summink wot you lot don't know, so yer better lissen good". Da funny fing is, arf of 'em believe it and da over arf don't, so 'e 'as to hit 'em all anyway or run fer it.

Not to mention Scout. Would actually be pretty sweet come to think of it. Gunslingers you can say its because they got a bit of Orky DNA into them and have More Dakka while Psycopaths and Knife Fighters add to the "Alien Rip you to bits" feel.

Sure they would! THe Guard has the ability to level cities with artillery barrages, has several specific regiments (Like those from Cadia) that are pretty much born warriors, and with the Imperial Navy can devastate planets. They have a long tradition (again, varying a bit by regiment) of honor amongst the officers and histories full of glorious victories. (I'd wager the 'victories' get a lot more page-count in the distributed Imperial histories than losses, except when the losses have more propaganda value.

It's just that in the game they're kind of soft and squishy, but then again Kroot are quite different from COnscripts stat-wise.

I like the idea, anything to spice up a mass of infantry. I would agree you need to give them a somewhat guard look, either by changign the guns, or perhaps giving them guard symbols/armour upgrades. You could use the krootox for a HW team if concripts can get them.

Oh and kroot probably wouldn't admire the guards destructive power, but the power of thier wallet...they are merc's but they keep this secret hidden from the tau and the mercenary bands avoid tau space.

But that army's name doesn't start with an "S" and end with a "pezz mareenz!" (hurr) Anyway as to the op, I think its an interesting idea but definitely gfear them up to to look like the were outfitted by the local guard quartermaster, if anyone gives you guff about using kroot just say that they're under-hive mutants.
