Ok ...Just got the new book today and the way I read it
is I can take a veteran squad or Penal squad as my troop
choice without taking a infantry platoon..(50 guys as troop)
Example: I could take 2 penal squads as my two troop choices then
take a primaris psyker as my HQ and only have 21 guys
as my compulsory vs the 50 guys I use to have to take
on the old edition
If I missed something let me know... may have a game
next friday and dont want my first run to have a bunch
of screwed up rules

No you are right. Penal Squads and veterans are not part of the Platoons but totally separate entries, so you can have an army as small as 21 Squads Modelsas you said.

Also excessive
linebreaks are not
needed as
they make
things hard
to
read.

You do mean 21 models, right? 21 squads would be quite normal in a large game.
Of course, I have no idea why you'd only want 21 T3 troops.
