I'm not going to change anything except the Greater Daemon (feel free to suggest about that).
My main concern is that this will be my first Tourney that's comped for fluffiness. Would you be picky about the fluffiness since I'm taking Dual Lash? Also, my 3rd CSM Squad uses lots of Plague Marine bits despite being CSM. Would you subconsciously lower the comp seeing Lash/Plague/Oblitz?

Personally, I would not dock you for taking dual lash. I'm more forgiving than many about that sort of thing, though.
Where were you thinking of having the Greater Demon pop out of? Seem that you'll be wasting 15 points at best when you lose a power weapon.
You may want to consider swapping in some flamers into the CSM squads (which are primarily anti-troop otherwise) and meltas into at least one of the Havoc squads. One melta may wreck a vehicle, while four almost certainly will.

GD was just there because I had 100 points, and would pop out of what was situationally best if, god forbid, I hadn't found something better to use 100 points for before the tourney. I hadn't thought of flopping the flamers and meltas, that's pretty clever.

normally i would comp hit dual lash if it had a stinky green core, but i wouldnt hit your list, as much as i would like to see noise marines, i think the undivided troops are a begrudgingly acceptable median.
i will always comp hit dual lash with a PM core and 6-9 oblits. even as a chaos player, even with other books being superior then our chaos book, even if i agree we got boned with our book.

I only really comp lists that make attempts to break the game's systems, not utilize their abilities. Besides since Lucius can join a squad of Khorne Berserkers, it's apparent to me that the designers wanted more of a "combined arms" theme this time around. And besides, you've got your lash on sorcerors that are attached to squads. Not only are you gimping yourself in the squads by being unable to take the second assault weapon, you're also taking severe chances with lash.
1) What you lash, you shoot, and ranges are measured at the same time. So say you have the cunning plan to exit your rhino and double-tap someone by lashing them into 12". No can do, if they're not within 12" when you check range for everyone, then you're just going to miss. And the sorceror can't target something other than what his squad is shooting at, so you may well waste shots unless you separate the sorceror, which leaves him open to being shot.
2) Should the enemy be in range of both your guns and lash, he can opt to go to ground in response to your wounds, and then lash will have no effect on his unit. To safeguard against this you'd have to separate the sorceror [and use him first] or just not shoot with the squad, which wastes them entirely [unless you pull them into assault range].
Examples of what I'd dock composition for are a unit of nobs with every single guy with different wargear so that they each take a wound before anyone dies and someone trying to exploit Mortar + Master of Ordnance.

I would go for chosens instead of havocs; they can infiltrate/flank march (not a rech change in the units; just a change in the name in fact, with same options as for weapons).
As for comp, double lash + oblits will probably hurt...

Why? There's nothing cheesy about it. It uses a strong ability to assist an overpriced, easily destroyed unit make itself better.
I'm going to start comping people for Doom + Harlequinn combos, or Guide + Warwalkers. How dare they use units with abilities that compliment each other!

I agree on using Chosen over Havocs. They are a lot more mobile thanks to Infil/Outflank, and they can actually have 5 assault weapons, as opposed to 4. 6 if you give the champ a combi-weapon. I think this fluff would do ok for comp. For one thing, though it has the dual lash/Oblit combo, this doesn't interfere with the fluff, especially if you spring for a couple Icons of Slaanesh in there, especially since you indicated that the comp scores were fluff based.

Cool, thanks people. I figure as long as I don't act like a douche I should be ok. And the Sorcs are mounted because of the ability to Lash from the Rhino. Likely (in a perfect undestroyed Rhino world) my squad would deploy seperate from my sorcs anyway. Chosen cost more and I'd rather not have to Outflank them. As an example, I played against Nidzilla with a similar list and only had one squad dismount the entire game thanks to the use of firing ports. The Rhino went on to contest their only held objective to much amusement.

I would not ding you on comp for dual lash + oblits, people may not like it but its not that anti-fluff.. adding the PM's makes it a bit boring, but your not doing that here. That said.. I run a cookie cutter dual-lash, PM, oblit spam list.
Keeping your list fairly intact, one you you might consider, is to run your sorcs in the Rhinos with the Havocs, instead of with the troops, so you can get to full 10, have the Havocs at 9 (no real hurt here) and add the second special weapon = another meltagun to the troop squads.
While the greater daemon looks like a lot of fun, maybe just drop him and change one of the flamer havoc squads to plasma guns. Just a thought.
