OK, so space wolves have scouts, and space wolves have bikes, so why the feth cant a wolf scout be on a chuffing bike????

If memory serves me correctly, Scout bikers is a new concept brought in with the recent Space Marine Codex's.
Therefore Space Wolfs will obviously not have this new unit in their codex because the SW codex has not been updated for Years!
In a way its a moot question I'm afraid

That depends on how in line with the new codex they want to makes it. So at the moment its anyones guess. But judging from the fact that they will most likely want Marine Codex's to be different to each other, be prepared for a possible lack of scout bikers in the new codex when they eventually print it.

When they did the codex blood claws filled that role it might change in the new one.

SM Scouts tend to fill more of a 'forward observer' role.
SW Scouts tend to fill more of a 'long range patrol' role.
Personally, I don't think there will be SW Scout bikers, but anything's possible.

On the topic of Wolf Scouts, fluff says that they are generally either the last member of their pack or a member that left for one reason or another, and that the Scouts are only answerable to the Great Wolf. But I was wondering can a Wolf Scout become a Wolf Guard?

Wolf Scouts can be made wolf guard, several in the more obscure fluff have. However, most scouts are wolves that heed the call of Lokyar(?), the lone wolf and cannot abide company so they are sent off for years at a time to infiltrate behind enemy lines and such. If made into a wolf guard he would simply accept the honour of the title and its privileges before going off to do what he does best.
Space Wolves dont give their scouts bikes as they are so proficient as infantry and at infiltration that a bike would just be a hinderence. Mobility and speed are not the same thing. Bikes are for rapid assaults (ie BCs and Wolf guard)

Anyone can be Made into a Wolf Guard. Anyone.
Space Wolf Scouts serve a different Role than SM Scouts. SM Scouts are for Training and stuff, SW scouts make Tactical marines look like pussies. They go off and survive for years behind enemy lines causing havoc, then come back and do it all again.

I'd have to say I highly doubt SW Scouts getting the bike option. Scouts are veterans, not new guys trying to find their place. To be a scout is an honor, unlike trying to prove yourself as a SM scout. Besides, Blood Claws are the crazy bastards ya want shoving into the enmy, not your valued soldiers. In my opinion, SW Codex makes more sense in how the packs are set up.
