In the scouts section, it says that any model may replace its boltgun for (pick one).......
so can the scout sgt also have a sniper rifle? or not, since he has his own section of wargear?

I dont know about other people but I always forget that my sgt hits on a 3+ not a 4+ same way with the signum thingie for devastators I never use that thing.

There is an actual FAQ answer to this one in the DA FAQ
Q. In the Codex, any Scout may replace his
bolter with a sniper rifle - so can a Scout
Sergeant take a Sniper Rifle?
A. Yes he can.
However, I do not know which codex the OP is in reference to. But, there you go with a semi-official GW response to said question.

Ah yes but you see, there was a subtle reason for the DA needing an FAQ and the SM not, and it lies in a Single Word. The Dark Angels Codex states that "any Scout may replace his bolter with a sniper rifle", while Codex: Ultramarines states "Any model may replace his boltgun with...". I guess the confusion for the DA codex was whether the "Scout Sergeant" was the same as a "Scout". The issue doesn't occur in Codex: Ultramarines because GW (in an incredibly rare case of GW actually fixing something) cleaned up the wording. Edit: Yes I am bitter. Yes it is Codex: Ultramarines. It is clearly a Misprint on the Cover.
