Generally the strategy is for the Noise Marines and the havocs to hang back and shoot things with their guns (pew! pew!), the noise marines taking a more forward position, the Havocs hanging back and running anti-vehicle of every sort, focusing on transports first. Their two rhinos are there to shield the two important rhinos.

The Chosen infiltrate as close as I can possibly get, shoot with their assault weapons, and assault. If the map is bad or the enemy deploys just right though, they might end up being a fire trap, which is OK, because it lets my marines get closer.

The 2 squads of CSM rush forward 12 inches, deploy, and rapid fire/melta/flamer stuff, using their bolt pistols next turn and then assaulting, unless the enemy is an assaulty army, in which case they hang back in a counter-assault role.

The Chaos Lord is there because I think he is cool.
Weaknesses I see but don't know how to fix:
Lack of heavy anti-tank. My chosen can meltabomb stuff to death if they can get into CC with it, otherwise i'm screwed if the enemy has a land raider of a cleverly placed Leman Russ.

Lose the Havocs. Havocs are never really worth the points, especially with mixed weapons like that. You can replace them with something more worth the points, such as obliterators, which carry the added benefit of superior Antitank and flexibility. While the lord is a cool addition, he needs a retinue that can accompany him to the front lines in some sort of transport. You are probably much better off with a sorceror or DP, as this is an excellent army in which to take advantage of Lash of Submission without sacrificing fluff.

Well, thing is I've used a lash prince with wings in other lists, screened by a land raider, going solo, even just hiding behind buildings. The problem with him is, oddly enough, he isn't good enough in CC, and usually dies to enemy ICs or good CC units.

As it stands the havocs are my cheapest unit, so if I removed them I would have to replace them with something equally cheap, I don't like obliterators, as I can't take give them a Mark or Icon, so they don't fit my theme. How about a defiler, leaving me 35 points to play with?

Lash Princes tend to die by turn 2 in my experience. Give the havocs four meltaguns and a PF Champ and send them hunting for some good AT. Be sure to fill out your squads though, anything less than 10 isn't advisable. Lash Sorcs in a squad can last quite a while, just don't expect them to do more than Lash things.

A Defiler would serve you a little better than Havocs, I would hazard. It is more versatile, and it can move and still be able to fire weapons. I find that Oblits, despite their lack of an ability to take a mark, still fit fluff fine, because their fluff is that they are essentially mercenaries, hired by any army who needs them. the DP isn't really required, but either way, you definitely need to give that lord a retinue, and possibly change him to a sorc.

EDIT: If you are going to give the havocs meltas and a PF champ, you might as well make them chosen instead, so they can outflank.

However they will cost more and not be on the table for god knows how long, whereas Havocs cost the same adn are jsut super troop squads. I think Chosen have their place, but off the field probably isn't it.

Havocs should have one type of weapon, otherwise they're wasting a lot of points. If you want multiple roles, you may as well have two squads. You mentioned anti tank, I would go with missile launchers, which also allows you to fire the other shells for decent anti infantry as well.

Your basic marine squad should be turned into noise marines. Even with just bolters, Noise marines get fearless and I5, which is better than I5 from just the Icon. This makes them alot better at holding objectives and being awesome.

The havocs should all have the same weapon. You really dilute the effectiveness of the squad when you give them a mix. 4 missile launchers is always good and cheaper than 4 lascannons, but leaves you with little to take on AV14.

Since your chosen have an icon, they should really be infiltrating with 4 meltaguns for a first turn roasting of any errant tanks. The icon synergizes really well with deepstriking terminators with combi-melta or oblits, and if you were going to drop the havocs I would drop them for the termies or oblits.

The lord should be a sorcerer with lash. He will help you immensely more than the lord will, and you can give him a familiar and Gift of Chaos as well to help out in turns where your noise marines are in CC. Nothing like spawning the powerfist to turn a CC in your favor.

EDIT: If you must take the lord, give him a bike so at least he's T5. It will help him out alot in CC.
