Here is what I have in my list.

1 Librarian with The Gate of Infinity and Vortex of Doom and Vortex of Doom 100pt
10 Tactical Marines with flamer and melta 160pt
5 Scouts 75pt
Land Speeder with Heavy Flamer and Heavy Bolter 60pt

Personaly, I love 40k in 40 minutes. I often don't have a lot of time, so this works nicely. Also gives you a way to try new units before real deployment. It does play very differently though.

Is there a reason you wrote Vortex twice?

I personaly don't like taking HQ in 400pt lists, but he could still be quite effective. It's got nice balance, i'd take it on.

(Edit: That pts value for the Tac squad doesn't sound right Arn't 10 marines 175pts or something?)

whoops. What I wanted to put down was The Gate of Infinity. How this army plays is I attach him to my tactical squad and teleport them into rapid fire range with my scout being able to move 24" inside speeder this makes army super mobile.

So your using the Transport Land Speeder? I'm not sure you have the right pts value & weapon options there. I'd double check your options and points values, but otherwise it looks pritty good.

Your thinking of a landspeeder storm. Give the scouts shotguns and give the LSS a HF. I would then probbly swap some of the tacs out for a rhino. A chaplain may be a good option instead for wrecking things but a libby with smite or something and curse of the machine spirit would be good for taking down waveserpents

The stock speeder is 50pt + Heavy Flamer is 10pt axe the bolter.

I have played with a HQ in some of my 40k40min matches with marines its not worth it. Skip him and take more marines.

Where do you get the rules for 40k in 40 mins?

it was in a WD a coupel of years ago, but its something like this.

Not more then 2 wounds
Not better then 3+ save
Not more then AV 33 (All sides counted)
No large template

1 Troop

We usualy run 400-500pts

It's ment to be with 400pts but it's flexable.
I don't recall the Large Blast Template restriction.
FOC reduced to only one troop reqired.

yeah large templates is banned you dont wanna go up against a whirlwind or SAG trust me

The plan with this army is move speeder with my scouting move 24" into great position behind cover before the game even starts.

Then turn 1 Teleport with Gate if infinity next to softest target and move speeder into range deploy scouts.

Shooting
Let loose 14 bolter shoots
1 flamer
1 heavy flamer

Assault
Charge in with 5 scouts 3 attaches each.

That's lots of damage for turn 1
