Hotshot lasguns are a nifty idea, but they are kind of boxed in by the fact that you have to take them on an expensive unit (Karsakins) and the weird fact that high ranking officers can take freaking plasma pistols but nobody other than a Karsakin sergeant can take a hotshot pistol

Simple option- Allow officers and Comissars to take hotshot lasgpistols. Cost the same as bolt pistols (so models that take bolt pistols standard could swap for free). Fairly balanced tradeoff- one less Str in exchange for better AP. It would also be moderately useful on these particular guys since they're all at least BS4 or better.
Whats the point? Well there are a few adversaries out there that hotshot lasguns are actually effective against. T3 models with good armor saves do exist (Eldar aspects, Sister of Battle, off the top of my head) where the lower str is ok because you are eliminating their save altogether.

To the OP: Actually, trading strength for AP isn't balanced. Generally, a difference in a point of strength affects lethality by 16%, as it is now easier to wound.
Changing a point of AP depends on what it is now. I don't remember what the figures are for - to 6+, 6+ to 5+, and 5+ to 4+, but the change in lethality from 4+ to 3+ on a 3+ target is 300%. From 3+ to 2+ on a 2+ target is 600%. But, if the target is already not getting a save, the change in lethality is 0.
Oh GW and your broken, broken AP system.

The AP system is fine. It is nice and simple, something the rest of the rules should emulate. Either you get a save or you don't.

I would rather see armor save modifiers like in Fantasy, rather than "get it or don't." I feel it would level the armor v. AP pointing field greatly and pleasantly.
Hot Shot Lasguns just don't make sense, though, and at 16ppm they aren't that useful, considering that you will not be going against Space Marines all the time, it becomes a great be points pit. Even against Space Marines, that S3 is a major liability.
