Ard Boyz has made me so excited about 40k again, i am thinking of starting a chaos army ASAP for it, my question is since i have not been studying the meta game for about a month (golf tournies) i would like your opinion on if they are still a competative army, if not please add info on what would be a better choice....thanks for any help ahead of time.

I'd rather lose a game than win with a cookie-cutter army that someone else came up with in the interest of winning at all costs. That's not being fun and chaotic and selling your soul. There are things that I will not stoop to. Sorry. Besides. You look like a 14 year old when you roll up with your dual lash and plague marines/oblits list. It's a game. Play it well but play it for fun.

I don't run a Double Lash Cookie Cutter Army List
My list have Both Nurgle and Slaanesh Marines in it so it is still fluffy and I don't even use obliterators.
And plus this guy is wanting to be competitive and if you want to be competitive you have to run a "cheese" (which single lash is not a cheese list) or a "spam" list.

Ah. So in order for me to have fun playing a game I need to play with your rules. Gotcha.
Yeah, nothing says yawnfest like a bunch of plague marines in rhinos. I'd go with something totally unique and edgy like noise marines in rhinos, or khorne berzerkers in land raiders. That will really get you the ladies, and you'll be having more (3x more) fun than you would have if you had used plague marines.
To actually address the OP, I think Chaos is still a fairly competitive army. Dual lash isn't necessarily the best option at 'Ard Boyz though. I would imagine that most players will go mechanized.

I feel dirty when I use Lash. Only have one DP though, because that darn plastic one still isn't out.
Now warptime on the other hand ... that power is made of win and awesome. Especially on a model that can be I6, have a 4+ invul, or have T6. Makes khorne DP's look dumb.
And what about Thousand Sons in rhinos? Drive up 12 inches, get out of rhino, rapid fire with ap3 guns. Make marine players cry.

I only feel dirty when using lash in casual games, certainly not in tournaments and especially not at 'ard boys.
Cover saves make 1Ksons cry and they arent really any good in combat, which is where you will end up if you are running about in rhinos. Much better to have noise marines with sonic blasters with a champion with a doonsiren and a power weapon. Then thy are great at shooting and good in combat.
Dual Lash is still the most competitive build you can make with chaos, despire everyone finally coming to their senses and meching up. You can try to build something else but it wont really be as good as dual lash. So if you want to give yourself the easiest chance of winning, do that.

Ksons are fine in CC. They are like normal CSM but with invul and super powerfull sorceror leader. And theyre always in cover (4+ invul) so you could just footslog if need be.

Locally, Lash has dwindled. Many players have gone to completely mechanized armies and Lash has become very situational.
For the Ard Boyz, take Lash if you think it will give you an edge.

In my area, I've had the opportunity to eat a couple of dual lash lists, and I'll tell you this:
If dual lash is supposed to be so awesome, you're going to feel even more foolish when you get trounced while trying to use it.

Dual Lash has been murdered by the new IG Codex. I'd recommend not even trying with Chaos Marines. They can be negated with about 152 points of Daemonhunter allies in a Guard army., while you're reduced to Rhinos making a rush in the face of multiple Leman Russ tanks. The CSM Codex is, in my opinion, no longer a viable threat to any Codex from Orks to newer.

That is a little extreme Khestra. I think that it's just like any other list. It's still viable and usable. It's not as good at 2500 but that is because certain armies (read:guard and orks) scale so well while others don't.
To OP. I'd say Chaos is still ok to run for Ard Boyz but depending on what you take you could start out behind the curve. And i'd definitely avoid lash since I don't know a single person running non-mech for ardboyz.

Chaos does not scale well to 2500 points. It is a much stronger codex at 1500-1850.
Warptime princes are better at 2500 than lash princes because of all the mechanization...

Ard Boyz is all about bringing the sickest list to the table. If you don't understand that don't cry when you get wooped. I played a dual lash army today fielded by a GT winner with my mono Khorne list and crushed it in four turns.

Warp princes are better and more surviviable at higher points costs. Unless you do Lash sorcerers inside Rhino's shooting out in a chaos mech list. Landraiders, Rhino's, Zerkers, and Lash sorcerers seem to be a new fad I am seeing. Abbadon is always solid and so is Kharn if you want to run different characters besides lash.

It can be an alright choice and Lash is still very viable. It's difficult to say all the Mech lists stop Lash when the 9 Oblits pop the transports, the riders just hide behind the burning wreck. Lash can pull those scoring units out into the open.
It's also not easy to say a Psychic Hood stops Lash when it fails to do that more than half the time. At 2500pts you have enough room to make Lash a nice addition instead of the be-all-end-all of the army which, I beleive, is where CSM will have success.

I don't care what rules you play by as long as you're following the 40k rules. You'll notice the 1st Person used up there. That's because I prefer coming up with my own ideas for lists and not just using whatever's hot at the moment. I'm sorry if that statement offends you.
Nothing quite says yawnfest to me like an overused list with 2 lash princes, plague marines and oblits. Any one of those units on their own I have no problem with, but running the standard list disappoints me.
@Khestra Of course Chaos is still viable. I regularly wipe orks off the table. You just need to figure out how to make it work as new codexes come out and people adapt to things like dual lash and plague marines.

I played a nasty chaos army today that had bundles and bundles of plague marines with T5 and feel no pain. My orks would crash into their ranks and do....surprisingly little.
Maybe there's something to it?

Dashofpepper as good of an ork player as you are (you have helped me tons with your advise) but you run a mech ork army right? So you have 12 boyz hitting a squad of 10 Plague Marine right? I say the problem is that you probably didn't have enough attacks to take them out. you would still have S3 and I3 because of defensive grenades and other than you nob you need 4+ to hit 6's to wound them to fail an armor save and then a feel no pain roll that is no easy task!

I'm 90% sure that defensive grenades don't take away Furious Charge, just the bonus attack.
Still, orks would need a good number to hurt Plague Marines. Gotta force some No Retreat saves.

Perhaps I didn't anticipate how tough T5 FNP was going to be; it was especially painful during the second round of combat when I no longer had furious charge and was STR3 against T5. My powerklaws eventually came through, but I took a beating in the meantime.

As has been pointed out the lash princes work just fine after the Oblits pop transports. Just keep your lash princes behind your treads for the 4+ cover save. You'll be fine.
