Everyone loves to wage Waagh!
Considering you can only use it once an experienced player will know when to launch is Waagh! for maximum damage
What i want to know is what conditions do you like to have when launching your signature Waagh!

I'll go ahead and say that you have use it to MAKE SURE (not that doesn't mean have a chance it means FOR SURE) to have assault range. Aka. if you are 12" from a guy in the shooting phase, DON'T WAAAGH! Just run! IF you got a 6 then you are freakishly lucky and truthfully it would be better to take some damage and make sure to get the crucial charge in.

I use it when I am sure I will inflict the most damage. When I can get the most mobs of boyz in combat. I've found that with my Mech Orks this is usually turn 4-5 since they are faster than my footslogging horde and have little problem getting stuck in. generally it is my second wave that puts it to more use.
For my footsloggers, it is usually on turn 2. Turn 1: move, run. Turn 2 move, WAAAGH, assault.

Completely depends on the size of the board. I've used it anywhere from turn 3 to 7. I only used when assured of assault. No reason to waste the precious WAAAAGGHH!!

No, if you don't declare the waagh! before you run the boyz they don't get fleet and they cannot assault that turn.
