I think that Terminators should have their toughness enhanced when dealing with strength 4 or less weapons to help deal with the torrent of fire. i would make them count as T5 verses low strength (ST 4 or less) weapons. It doesn't seem right to me that they can shrug off an anti-tank missile but when struck with a bunch of flashlights- they fail too many armor saves. Also, I would change the strength of the assault cannon to S 4 AP 6 and increase the number of shots to 6 or even 8!
What do you guys think?
( I know that people will claim that Termies are too tough but I rarely have any left after turn 3. They can be stepped on by a Titan and survive but cant stand up to volume of fire- not very fluffy!!)

For several years now we've been using Terminators like this:

WS4 BS4 S4 T4(5) W2 I4 A2 Ld9 Sv2+/5+(I)
45 Points per model
5-10 per squad (0-1 squad per 1000 points or part thereof)
Storm Bolter (R36 S4 AP5 Assault 2/Twin-Linked) & Power Fist
Deep Strike when mission allows.
True Grit

Standard Weapon Upgrades. Terminator Assault Squads are the same, only with LCs or TH/SS rather than SB/PF.

Rock solid unit capable of taking on anything, but folds when decent anti-tank is thrown their way, or lots of power weapon attacks (as it should be). Makes them very hard to kill with small arms, which is great.

Yes, sorry, I should put the Stormbolter in context. The reason the Stormbolter has a 36" range rather than a 24" range is that we bumped all basic weapons to 30", except Pulse Rifles (also 36") and Shuriken Catapults (24"). Things are generally faster in our rules (running is a flat 3", Fleet is a flat 6"), so the extra round or so of shooting brings the balance back in.

so other then the bump in strenght(I'm guessing for terminator armour) and an extra wound(again, because of the terminator armour) its pretty much as is.

Bump in Toughness and Wounds.

And yes, that's all that there really needs to be. You make Terminators worth their cost, make them actually durable (ie. able to stand up to massed small-arms fire) and you get a unit that is extremely dangerous yet not uncounterable.

i understand, it is a tragedy that a terminator is killed by a lasgun, technically from the background, it is really really hard for a lasgun to penetrate even the power armor.
i think the terminator is not that cost/effective, espeacially the assault terminator.

please forgive my spelling, i am still learning English.

One thing that I should point out is that our Storm Shield don't provide a 3+(I) save against everything? Why? Well because our group doesn't have to worry about ensuring that an old kit no one really bought suddenly becomes popular again, so felt no need to make them more powerful.

The only change we did make to Storm Shields is that they count as an additional CCW. Thunder Hammers actually got the bigger chance, acting as either power weapons or power fists at the player's choice. So you can be a bunch of at-Initiative basic Strength Power Weapons or Init1 S8 power fists. Makes them quite flexible, and a good weapon for characters.

I don't know why the terminators would have enhanced physical characteristics. My understanding is that they are your veteran marines who put the armor on - therefore giving them the same statistics as your veteran sgts.

Because the stats need to represent the armour itself. Tau that put on Crisis Suits get extra wounds and Toughness. Why not Terminators? They are massivly powerful exo-skeletons and the rules need to show that beyond a dinky 5+(I) save.
