My first try at a Seer Council list. Copying somewhat off of a list on another site with models that I actually already have, just need to build the council.
List is designed to be able to come in off of reserves if it HAS to. DA's pretty much always come in off of reserves in objective missions to reduce the number of turns availiable to kill them....also, if you're concentrating on killing the DA's, the council will wind up tableing you.
I like Shimmersheild DA's with powers since in a pinch they can engage in CC. Add the exarch and a well placed DOOM and a charge can turn downright nasty. 5e sometimes shooting is not enough to get targets off of objectives and a charge is needed...this list can charge OR defend an objective if it has to....sometimes even if it isnt mounted.

I would prefer a more offensive set-up for the dire avengers - cutting back to twin catapults+bladestorm on both units would save you 50 points. They do the same amount of damage, they cost less. Defend/shimmershield won't save you against anything serious, and you're paying to reduce the squad's firepower.
I believe you could get an upgraded wave serpent for the fire dragons instead of a falcon. They'd be more likely to reach their objective. Give the WS an EML, you're not losing much firepower either. Use the points saved on DA upgrades to swap the falcon for a wave serpent, maybe get some spirit stones on the fire prisms.
Just my input, good luck with the list.

I think the list looks fairly solid.
Bountyhunters tips sound pretty good too. However, while part of me agrees with the more aggressive DA idea...I myself actually like the Shimmersheild Avengers.
That little extra bit of resiliancy might help out in both kill point and objective missions. I've used them myself and seen them fight genestealers and whole boys mobs in close combat giving as good as they get. Nice tarpits. With the help of the autarch they might actually be a threat.

If your going to give the council any spears; give one to the farseer aswell as giving the Autarch a fusion gun. This way you can reliably punch through nearly any armor, to pop the transport, allowing you to assault the transports. Its all or nothing. 4 Singing spears (on bs5) and a fusion gun (also bs5) should be able to do this. Ohh oh. The autarch isnt on a jetbike. Never mind then!

Looks like the Autarch is meant to reinforce the DA's and ensure good reserve checks if the army starts off-board.

Well, not sure if its a good idea to let the Autarch join a DA squad.
A disembarked DA unit is usually exposed incoming fire that eventually annihilates it.
I'd give the Autarch a jetbike with laserlance and let him join the Jetlocks.

Do NOT run the fire dragons in a falcon like that. The only reason that some people like to use is a falcon is because a falcon can buy a holofield, running a naked falcon as a transport is a really bad idea. You are spending more points for a less survivable transport.
Its worthwhile to run a second embolden warlock, its cheap and if you take a lot of fire it saves you from a bad save roll that you had to assign to the one embolden warlock.
Also, dont bother with shuriken cannons on the prisms. Prisms should stay at long range if at all possible, and if for some reason they are close to an opponents unit then they should be moving at more than 6" to get out of there anyway. Its not a good buy just to give the prisms something to fire if you get a weapon destroyed result. If you do get a weapon destroyed result the prisms just turn into tank shock/ ramming units.
Trimming down the DA would be worth considering. DA are just ok infantry, even with all the upgrades they still arent as good as a SM tactical squad in many ways. If you can find a good place for the points dropping the cc upgrades would be fine. If you can free up enough points to give the autarch a bike and laser lance that would make the council a true monster unit.
