Is it a rule that you have to buy the titans from forge world or can you invent some of your own...for example: you can buy the phantom or revenant titans from forge world but would you be allowed to scratch build one of the guardians of the black library for example (eldar codex). Is there a rule against this or does it just have to have the same profile as the others?

Well if your playing apocalypse and your opponent is happy with it, you can design your own rules for your super-heavies/ formations.
So I assume you could design your own titan.

I have no problem with following the profiles and point values for other titans i just wanted to know if you are just allowed to invent a whole new model...which is basically what i would be doing...

That would become, a counts-as titan. Yes, like stated before, as long as your opponent is cool with it, its totally fine. And Im sure you ont have a problem ever as long as your not trying to hose someone. Making say, a titan using Imperator stats, but it only be the size of a warboss? That would be lame on your part.
Otherwise rip it up man!

haven't made it yet cause my armies not quite big enough...i'm buying another 1000 points soon though and hope to have it painted not very long after that...

I just think that the revenant looks pretty gay and wanted to use something else...and the black library guardians haven't been done before to my knowledge so i thought they'd be good.
