get a paper clip and cut it to just under the lengh of icicle you want, then coat this in layers of water effect, when you have a desire thickness just wash it with some thinned asurman blue and your done.

Are you wanting icicles or patches of ice?

If you want patches of ice, take a sheet of plastic(like the kind that blisters use) and fill the bottom with cyanoacrylate superglue(the stuff you use for metals, NOT plastic glue) and let it dry.

When it dries, you can do this one of two ways:
For cracked ice, broken under a weight--peel it off and hold down sections as you peel it, that'll break bits of it off much like you'd see tank treads, etc crunching it.

For smooth ice, cut the sides of the package you used off and peel it off in one go. Voila. Clear ice!

Add heavily watered down paints/inks to add coloration as you see fit.

Im making about 4000 points worth of models and a display board all on an ice-world, so I will need different techniques for different sections of each model, this will help out a ton!

Clear silicone sealant might do you here... it is clear so you can apply it after you have painted the model to your satisfaction. Means you can see the paint job through the "ice" too, which is fun if you are encasing bits of people etc.

Can be a bit hard to work with as it is very sticky and takes a while to set, but it can look quite cool. It has the added bonus that you can peal it off if it goes all wrong (after it has set) and leave the paintwork underneath pretty much untouched (if you are careful). When it has set and you are happy with it, you can use a bit of superglue to coat it and stick it more firmly to the model.
