I have recently picked up the codex, and am thinking. They have the battalion ay my LGS. Should I get it and a Lord.
Sorta like how I started with marine's?

Yes.
Just don't do summon spam when playing.
The only time I've enjoyed playing against the new VCs is when my opponent deliberatly goes out of his way to use other spells/roll more dice.
You need characters early on to get the army to work. The batallion box and 2 characters will work a treat for the start of your army.

Is summon spam that good in the new book? I haven't played fantasy since 6th ed, and summoning zombies was considered powerful mostly for dumb summon behind the enemy/conga line tricks. Is the new version better?

The problem with the new version is that with the right bloodline powers the VC can know all spells and have +1 to summon cast, so a level 3 can try and raise to a unit 5 times on 3+ by rolling a dice at a time. Then the other magic users join in and it ends up being a game of watching the VC player roll dice.
Very frustrating for their opponent.
Back OT.
I'd go with 2 vamps to start with, the necromancers have been made to deliberatly suck so that you will take vamps.
Also the corpsecart adds to the magic phase and buffs multiple units for a cheap cost points wise.

I wouldn't advise a new VC player to buy the Battalion, simply because most of the time, you will only need 2 of the 3 Core choices (Zombies and then either Ghouls or Skeletons). Most players choose to go with either Ghouls or Skeletons as their Core choices (and then Zombies to be raised with the Raise Dead spell). This is mostly due to the specific Vampire Bloodline Powers that are needed to be able to raise Ghouls / Skeletons beyond starting size (inefficient to take both on them on every Vampire).

The battalion is a decent boxed set but it doesn't give you much of a start on an army. The corpse cart is useful. You can usually fit dire wolves into your list. It's impossible to make a competitive list with 10 each zombies, skeletons and ghouls, though. If you're going to get into vamps I'd highly recommend getting on ebay and buying truckloads of zombies, skeletons or ghouls for cheap. You need a lot of them. Skeletons, especially, are a dime a dozen. Whatever core you decide to focus on you'll need a minimum of 60 (3 units of 20). I'd try to get enough so that you could potentially run 40 per unit.
Corpse carts are good enough that I almost always take one. For the price of a vampire you can mount a necro on one and guarantee that you have Vanhel's on at least one character. Also, if you mount a necro on your corpse cart you can put it in a unit. Wight Kings are also awesome. For 75 points you get a 5 str 5 toughness character with 3 wounds, 3 attacks and killing blow. He's a combat monster. Get a couple of vamps to round out your characters and you'll have a nice, balanced set of heroes.
Get some grave guard or some black knights and a vhargulf and you'll have a good start.

I like the battalion box. 20 zombies and skeletons 10 ghouls and a corpse cart. Whats not to like? I go against the grain and run skeletons and ghouls in the same army so I use everything in a battalion box. The Black coach and Varghulf will make good additions to your army once your core is up and running.
