So, 5th edition WH and DH have a little bit of trouble with alliances, since the rules are a litle confusing and non intuitive. Also, only imperials get it. I suggest the following rules.

Armies from one codex may choose units from any compatible codex, with the following restrictions:

0 - 1 HQs
0 - 2 Troops.

Only after one of these have been filled may you choose:
0 - 1 Fast Attack
0 - 1 Elites
0 - 1 Heavy Support

Compatible Codexes:

Codex: Chaos Daemons may choose allies from:
Codex: Chaos Space Marines

Codex: Chaos Space Marines may choose allies from:
Codex: Chaos Daemons

Codex: Dark Eldar may choose allies from:
Codex: Tau Empire

Codex: Eldar may choose allies from:
Codex: Orks
Codex: Tau Empire

Codex: Imperial Guard may choose allies from:
Codex: Space Marines
Codex: Witch Hunters
Codex: Daemonhunters

Codex: Necrons may not choose allies.

Codex: Witch Hunters may choose allies from:
Codex: Space Marines
Codex: Daemonhunters

Codex: Daemonhunters may choose allies from:
Codex: Space Marines
Codex: Witch Hunters

Codex: Orks may not choose allies.

Codex: Space Marines may choose allies from:
Codex: Imperial Guard
Codex: Witch Hunters
Codex: Daemonhunters

Codex: Tau Empire may choose allies from
Codex: Eldar

Codex: Tyranids may not choose allies.

Why do you think dark eldar and Tau could be allies?

Are Space marines just every color of SM?

Plus an answer to the definition of "army" in your allies concept would be welcome.

Otherwise its fine.

no offence, but i see power gamers abusing this to the max.

Daemons with CSM allies.

HQ - thirster
HQ - lash prince

Elite - blood crusher
Elite - blood crusher
Elite - blood crusher

Troop - bloodletters
Troop - bloodletters
Troop - plague marines
Troop - plague marines

Heavy - Obliterators
Heavy - soulgrinder
Heavy - soulgrinder

Suffused with the dying memories of Sanguinus, the warriors of the Death Company seek only one thing: death in battle fighting against the enemies of the Emperor.

@JD
Power gamers abuse everything to the max, that's what makes them power gamers.

@1had
Because Dark Eldar are manipulative and Tau are gullible.
And yes, space marines mean every color of space marine.

I resent that Tau comment!

"Each must find their own way. If those in our heartland had witnessed the savageries of the void as have we they would know this. The hand of each of the great starfarers is turned against the other; none will join their strength together just to to see their ancient enemies prosper. Neither should we."

O H I am in the Webway...

No. Just won't work at all.

Orks, necrons, and nids get screwed and why can eldar be orks allies but orks can't be eldars?

Competitive and casual standpoint it just lets you pick and choose between powerhouse units to create ridiculous combinations.

For instance:

Dark Eldar and Tau Empire. Markerlights and Dark Lance spam? Holy s%*$.

He who fights with monsters might take care lest he thereby become a monster and if you gaze for long into an abyss, the abyss gazes also into you

Except the Tau codex is explicit that only Tau units may use markerlights.

"Each must find their own way. If those in our heartland had witnessed the savageries of the void as have we they would know this.
