Perhaps Green Blow Fly meant the European definition, where liberal means 'believes in a liberal economy'... so the priority is ensuring free trade, open markets and minimal government intervention. Blair certainly opened up UK trade, with an emphasis on building an economy around an international financial sector based in London.
But even then its a loose fit.
