Recently in a game an enemy drop pod scattered right next to the board edge. It was debatable weather the actual model landed partially off the board.

If the pod landed even partially off the board. It's a deepstrike mishap right?

Secondly, If it did land on the board, but when the flaps drop they are off the board, is it a deep strike mishap?

Depends on how you play the Doors. If you play "Doors = Hull" then its a mishap, but you are allowed to disembark from the tip of the door. If you play "Doors != Hull" then it is not a mishap so long as the hull of the pod is on the table.

the flaps don't count, so long as you can disembark from the other flaps.

Depends on how you play the Doors. If you play "Doors = Hull" then its a mishap, but you are allowed to disembark from the tip of the door. If you play "Doors != Hull" then it is not a mishap so long as the hull of the pod is on the table.

Option 3 is you play "Doors = Hull" and opt not to lower the doors on the side close to the table edge since there aren't any rules saying you have to lower the doors.

This is the very opposite of how it works, if you can disembark from the doors, then they DO count as hull, and if off the table will cause a mishap.

No, just on top of terrain or other models. Since off the table is neither, it's a mishap.

Actually, I see the part "Once the Drop Pod has landed, the hatches are blown and all the passengers must immediately disembark, as normal." as yeah, you have to lower all the doors.

You'll find that many players take the 'hatches are blown' statement as a bit of fluff, describing what's supposedly happening when the pod lands rather than a rule forcing you to open the doors on the model.

Other models count as Impassible terrain. The Board edge does not.
