baking soda is good.. but woodland scenic's has a 32 oz container for around 10-12 dollars.. basically what the snow is, is micro glass balls.. there used in filling areas of fiberglass and other types of materials.. so you can use it on top of the glue for a dusting look.. or you can mix with glue and water for a more melted, drifted look..

I use their snow basing product and it is awesome. I don't exactly have any good pictures to illustrate this (I do have some crappy ones I can post if you want me to ). I mix their snow material with a fair amount of glue (slightly more glue than basing material) so it is like a really thick and chunky paste. I then apply it to the areas of the base I want covered and work it down onto the base and spread it out.

Sugar does work. Its a little finiky at times tho. So if you go that route, practice on junk first. Too much glue and the sugar becomes sticky mess and looks like water goo.
Also you need to let it fully dry before doing anything with it. Other wise its sticky to the touch lol. But it really does look pretty good

Can't recommend sugar at all!! I can promise you that you will end up with bugs or a gooey mess at one point or another. Baking soda can work ,but be aware of yellowing over time. The Woodland scenics is likely the most cost effective method overall.

Make a paste of water, PVA glue and snow flock and apply in globs to your painted bases. Highlight with a touch of white if you feel the need then seal as normal.
