I use sheet styrene, cut into strips and shaped with hot water for my crusaders in my WH army (heavily Arbites themed).

12-13mm widex20mm high.

Place pieces into hot water (use tongs or tweezers) and allow to sit until softened (around 20-30 seconds normally).

Remove from water and press around a round shape (I use the barrel of my large x-acto knife handle - all aluminium, around 15mm across).

Add a strip of 2mm x 8mm to the front for a viewslit if required.

I've done 12 of these guys up (riot shield and baton. They serve as "Crusaders" in my WH, or as Arbites/enforcers in Necromunda or even SWAT troops in my cyberpunk RPG sessions that use miniatures (if the PCs are stupid enough to pull arms on the police.).

I'm OVER 50 (and so far over everyone's BS, too).
Old enough to know better, young enough to not give a ****.

An easy way of getting riot shields is to buy the VOID plastic sprues from Scotiagrendel.com. Both sets have riot shields included as part of the set and I believe you get 10 full figures for £5

Somewhere in south-central England.

Buy clear sheet acrylic from a glass and perspex supplier. Cut to size.

Bend to shape when. Melting point is 130-140 degrees C, so it should get soft in boiling water.

Depends on the style your looking for really.

If you want the actual High grade ABS riot shields then have you tried blister pack?

Use this to make the oblong shape for the shield.
Reinforce the edges with thin plasticard, throw an imperial eagle on the front (transfer)

Ive also seen someone use a thin sheet of plexi glass and cut it into small shields for their IG. It was REALLY cool looking.

Thumb-tacks? They come in several shapes, textures, and sizes and have a handy "pin" to mount them...

Also,

The Dark Angel Ravenwing Sprue has several Dread fronts that many have used as shields.
