Ok how far can a fast open top transport move and still allow the passengers to disembark and still assualt? sorry in Iraq with no rulebook and staring a dark eldar army so need to know for my lists. Thanks

Open topped doesn't make any difference to how far it moves. It just lets everyone shoot out of it and adds 1 to the dammage table roll when it is attacked. It would move just like a fast vehicle which effects what weapons it can shoot.
IIRC it can move 12" and still fire all it's weapons and can go flat out at 18" and gain a 4+ cover.

It can only fire one weapon if it moves 12" and no weapons if it moves flat out. If it's a fast skimmer it moves 24" flat out (which is what raiders are a believe but I could be wrong).
Passengers can only fire if a vehicle has moved 6" or less IIRC.

You can move upto 12" and still disembark at the end of your move. If you are doing Dark Eldar you can buy scaling nets upgrade for the raiders to allow your models to disembark at any point in the 12" move.

I thought the wording was "passengers can shoot, if a weapon on the vehicle normally could"
Maybe they just can't shoot the darklance, but they can shoot their regular guns (they count like defensive weapons?)

No, troops shooting out are an entirely different squad, hence defensive weapons don't come into play with them.
Some one break out the codex when they can, so we don't have to use the line " i thought the wording..."

Here is your answer:
Troops may disembark if a vehicle moves up to, but not more than, 12" (RPJ on ork vehicles is a slight exception to this rule).
If the vehicle is open-topped, then units may assault on the turn they disembark.
If your infantry are fleet then they may run after they disembark, and still assault on the same turn.
Now, to clear up some other misconceptions on this thread:
Fast vehicles may go flat out. This means they travel from >12 to 18 inches. Fast skimmers may go flat out, allowing them to travel from >12 to 24 inches, they gain a 4+ cover save, but immobilized results become vehicle wrecked results instead.
It doesn't matter if the vehicle is fast, open-topped, has a million firepoints, or any other consideration: a vehicle's passengers may only fire out of a vehicle if it moves combat speed or less.
This means 6" or less, regardless of whether the vehicle is fast or not, because all vehicles use the same "speed bands" but fast vehicles siimply count as one speed band lower for firing their own weapons and can travel one additional speed band for going flat out.
Normal vehicle:
Stationary: passengers may fire, vehicle may fire all weapons
Combat speed (6" or less) passengers may fire, counting as moving, vehicle may fire one main and all defensive weapons.
Cruising speed: neither passengers nor vehicle may fire any weapons.
Fast vehicles:
Stationary: passengers and vehicle may fire counting as stationary.
Combat speed: vehicle may fire counting as stationary, passengers may fire counting as moving.
Cruising speed: vehicle may fire counting as combat speed, passengers may not fire at all
Flat out: neither vehicle nor passengers may fire at all.

Thanks Wildstyle for being the other person to just answer the damn question lol and saving me from having to type all that out  ... and for not calling me a jerk for grabbing your "name" from your sig! Scaling nets sound cool (no DE in my local gaming group (yet)  )... if you can disembark at any point in the 12" move, can you embark as long as you are within range to do so at any point in the 12" move?

To answer the OP's question...what willydstyle said.
To acknowledge the OP playing Dark Eldar...
This means by teaming up with a Raider squad, your Archon can get a 12" move, 2" disembark, Fleet, and 12" charge. For those keeping track...that's a 27"-32" threat radius from turn 1.
