I have recently started collecting Space Wolves, and was wonering how to pain plasma guns. I have taken 2 cannons and 4 guns. How would you do the blue bit for the plasma?

"You have commited the ultimate heresy. Not only have you turned your back on the Emperor and stepped from His light, you have profaned His name and almost destroyed everything He has striven to build. You have perverted and twisted the path He has laid for Mankind to tread. As your own decrees have stated, there can be no mercy for such a crime, no pity for such a criminal. I renounce your lordship. You walk in the darkness and can not be allowed to live. Your sentence has been long overdue, and now it is time for you to die."

However you want to paint it, there isn't an official way.
You don't have to paint it blue either.

Hi! I´ve just started them, too. My local GW painted them in a great way, and they decided to give all the special effects the same colour ( eg. energy weapons, plasma, psi...) They chose blue for the icy theme, but it´s a darker blue. I would recommend to paint the weapon Regal Blue, drybrush with Ultramarines Blue ( but only near the edges ), drybrush again with a mix of Ultramarines Blue and Skull White and then paint higlights - just at the weapon´s edges - with pure Skull White.
Or, paint the plasma-core Scaly Sreen, drybrush with Hawk Turquoise and paint highlights with Skull White. Then apply a coat of Gloss Varnish.

You can paint the Plasma part any colour you want, bright colours work well though. All the Plasma in my SM army is done as Scorion Green.

I think red would do nicely for SW, as it contrasts the blue-grey scheme.

I would paint the metal boltgun metal then badab black it and for the colour i would do it blue or green.
For blue i would do a base coat of reagl blue with a highlight of ultramarines and then enchanted and finally a highlight of ice blue.
For green i would do a basecoat of Knarloc and then a highlight of goblin green and then another highlight of goblin green+skull white.

I had great results painting it Scorpion Green and washing it with watered down Thrakka Green, then highlighting it with Scorpion then Scorpion/Skull White.

What harm can it do to find out? It's a question that left bruises down the centuries, even more than "It can't hurt if I only take one" and "It's all right if you only do it standing up." Terry Pratchett, Making Money
"Can a magician kill a man by magic?" Lord Wellington asked Strange. Strange frowned. He seemed to dislike the question. "I suppose a magician might," he admitted, "but a gentleman never could." Susanna Clarke Jonathan Strange & Mr. Norrell

Whatever color you do choose, I'd suggest adding a little OLS (Object Light Source) color to the adjacent parts of your model. This does wonders to convey the "glow" of the plasma core.
