I just finished reading Lord of Night and there was something called the civilian worship chanal. is this a normal thing in the imperium or just something the author wrote in?

IIRC one of the Eisenhorn/Ravenor books had a reference or two in them about broadcasts for people to worship too.
In the grimdark though, there is no reality TV... thankfully.

It turns out, in the future, that television was just a fad. In actuality, for the most part, people will hate watching television over actually experiencing reality.
Also, in the first Ravenor book there is a scene where a very poor family is watching television. So it is not exclusive to the rich, and from all the references I have read there is a variety of programming.

40k is apparently too grimdark for most forms of entertainment to exist. I've never seen a mention of a "holo-game"(videogame of sorts; granted, only nobles would probably have access to such things).
On an unrelated note, there's also no commercialism in 40k. That is to say, no major "brand names" or corporations exist at all. You would think there would be a few inter-subsector mega-corporations that supply things like hazardous environment equipment and such.

Actually you are quite wrong, brands are pretty common, not in the exstension we see today. But most literacy works in the 40k world is about death and service.
This like this get shunned for extra chainswords and bolters.
Ciaphas Cain series shows some famous brand icecream, and a few other producs. I remember hus aid (Jurgen) always watches porno slates.
I know Eisenhorn also features some brand patterns and names.
So yes, id say there were tv's. Although if everyone has access who knows, but its my thought that everyone with a house/appartment certainly has a tv of some sorts.

Like everything else in the Imperium, the state of "entertainment" would vary with the world. Some places are so infested with orks that you don't have time for tv, while other worlds are literal pleasure gardens for the wealthy of the subsector to vacation upon.
As far as brands, I would assume that they exist, but with the state of communication and travel beyond the subsector or sector levels (read: military or nothing) then all those things would be local at best. Music, literature, and commercial goods probably wouldn't spread beyond a small cluster of worlds unless it had direct application to the Guard or the Inquisition.
One sector's Oprah is another's Carrot Top.

Remember the Charists, they transport GARGANTUAN amounts of goods, also rogue traders deal with some of the best brands.

To get more on-topic, would there be network and "cable TV" programs?
News shows, talk shows, documentaries, sitcoms.,.some of these would seem grossly out-of-place in the 40k universe(for one, it would negate the "grim darkness caused by, among other things, ignorance of the masses", but I can't imagine a human society with the ability to use such things not doing so. In a galaxy so screwed up, you would think TV programs would be a considerable focus, as citizens would yearn for some form of escape(granted, there's drugs and such, but this is still a viable opiton).
Although, I'm not sure how inner-subsector broadcasts would work.

Depends on what tier grade your world is. If it were under the "Civilized" category, then yes. Very likely, as you're looking at a world who's culture and tech base is set in a minimum era of 20th century Terra onward to whenever the tier grade would advance.
Hives might also have such programs for the middle and upper classes, but I think Hives have a much larger income disparity than civilized worlds, and it's likely that even if such programs were present in a Hive, the vast majority of residents wouldn't be able to afford a television or M41 equivalent.
