I would say go with Empire since they can do practically everything in the game reasonably well. The problem of course is that reasonably well is about all they can manage with most things. They have of course some very competitive lists, but not tier one or anything.
The good thing is they are all plastic now. So even though there is a large number of models to be purchased, they won't cost as much as a mostly metal army would. They really are a good starting points for a player who doesn't quite know what they want yet.
If you don't like the human statline, DE are a bit more elite, almost as flexible list options, and much more competitive. The bad news is that the important units are metal or partially metal. So it isn't a cheap army to build.
If you want a reliable army that will ease you into the game, either undead army will work, but if you want to win a decent amount starting out, VC are better than TK (whom take quite a bit of practice). The bad part of either army is they are extremely reliant on characters.
Lizards are a great army since they are tough as nails, and rarely fail leadership. They have the ability to bring quite a few cool monsters, and their magic lord is one of the most powerful in the game. Their downside is often the lists they build don't have many points available to screen the armies flanks, and they are somewhat slow.
If you just want a horde army try the new skaven book. Unlike the Orcs and goblins, it is very competitive. The downside is the large number of models you must purchase.
The other lists I don't recommend for new players because of underwhelming performance, or the need for high levels of skill to do well with.
For instance I don't recommend dwarfs since their slow movement means they don't get their admittedly good combat troops into melee, so they get stuck into the same old firing line almost every game.
