I have an idea for a Halo tabletop wargame. Basic rules and whatnot.
Is this a good idea Y/N?

Well, there's more than enough fluff in the novels and comics to draw ideas from, and a lot of stuff that isn't present in the games, too. Factions would probably just be UNSC, Covenant (Loyalists and Seperatists?) and possibly Flood. Most games could be set around the 2524 (start of the Human-Covenant war) to 2553+ (end of the war) era. The Flood seen in the games are not the only Hive; this can be seen in Halo Wars, where a completely different and much more advanced Hive is inhabiting a Shield World.
Fairly 'standard' statistics for units would be in the rules; Morale (M), Strength (S), Resilience (R, taking into consideration both physical endurace and armour), etc.
The different factions would have very different playstyles; the UNSC are disciplined and strong-willed, focused on tactical use of infantry and more heavy use of vehicles and aircraft, as opposed to the Covenant, who have a LOT of bodies to throw at the enemy and some very skilled specialist infantry (Jackals as snipers, Hunters as anti-tank, etc) as well as more shielding technology and faster (but lighter) vehicles.

They HAD Halo Actionclix.
Then Wizkids was closed.
But there's also the Halo Interactive DVD Game(probably the one you're thinking of) and Halo Wars Risk.

All Clix games were sold to the same company as the company was required to purchase the right to the Clix mechanism in general and the product names(Heroclix, Horrorclix, and Actionclix, perhaps Mage Knight as well) went with it(from what I understand). Indeed. All the Spartans are good. But the Master Chief was lucky (or had the ability to predict the future), as well. This was tested by his ability to correctly predict the results of coin tosses in the novels.

Indeed, depending on when in the War the game is set.
At the beginning you would have the fleet and ODST.
The Spartan program was several years into a war humanity was losing. They were also only used for certain tasks, so you could impose a limitation (like the 0-x choices per xxxxpts kind of thing).
Smaller games wouldn't have spartans (or the chief) available at all, larger ones would allow one or more.
