I was just thinking why are so many characters are metiond but are not givin stats or unit types that should have special characters.
Two examples that i can think of is King Pharr (Tomb Kings) and why is there no sword masters of Hoeth Special Character?
If anyone can think of some other charcters eventually stat them

Some special characters might be superfluous. ASFAIK the HE allready have a Great Weapon wielding Special Character with Korhil... But then, they could have kept Eltharion as the Blind Swordsman he became just before Storm of Chaos. He essentially became a Swordmaster Special Character (a cool model too). I don't have the new HE book at hand, but, does Belannear have rules in the new one? He can be considered a Swordmaster Special Character, being a Loremaster of Hoeth and the commander of the Swordmasters (cumpulsory Swordmaster unit if you want him). Yes, the Swordmasters have an Archmage as Captain!
If you need stats, start a hunt for 4th/5th ed. books, stats haven't changed a lot (only for elves, limited to T3 now), though point values have been tampered with since (mostly decreased by a good 20 points for characters)

Yeah, I knew about Eltharion returning to his old self... Kind of expected Belanear not to be there, he never had a model and was basically only a background character (Teclis' mentor)

They did a reset!?

Weak!

It was a huge success for community building. More proof GW does not really care about that, or customer loyalty...

Okay, yes indeed. I have no detailed examples at hand for tailored homebrew special characters, but there are some pointers. Prepare for a lengthy how-to:

If you want to create your own Special Character and use your invention, it should be in agreement with person you will play against of course. The easiest way to custom make your own Special Characters is to just take a generic character with some choice magic items, give him (or her) a good name and convert a suitable model for it. Then make a short background story and you're set. This does not require opponent-agreement. It's just a character with more background than a generic one. I always named all characters in my armies and the unit champions too. I regulary fielded the same personalities with the same equipment each time. One of them was The Elector Count of Wissenland (Sebastian Adolphus IV), he always had a Runefang as magic item for that reason (like all officially named Elector Counts).

The main appeal of the character should be, well, the character and who he is, what he represents. If he has a good story which is reflected in his rules, it can be a lot of fun to have such a unit around. And of course, the model needs to be special too.

Making them extra special would involve special abilities and stat increases. For that, it's fair not to increase any stat by more than one point compared to a basic hero or lord and pay the basic creature cost of the race for each stat increase (unequiped elves cost 6-8 points IIRC, a Commander with WS7 should thus cost 6-8 points more than a normal one). Also keep the normal limits on stats for the race in mind. No elf with toughness higher than 3 or stats better than a Prince for example. Special abilities take some more thinking and probably a bit of testing too and should not go overboard. Limit yourself to 2 or 3 not too powerfull abilities and assign them an appropriate points cost. Marks of Chaos, Bretonnian Virtues and Vows and Vampire Count upgrades can be used as inspiration/template for this.
Coming up with new magic items further complicates things, but can be fun and interesting and the army books give a good idea for proper points value (YMMV) and effect.

If you go all the way in creating a special character with altered stats and skills and homebrew magic items you want to use, I prefer to plan a scenario or narrative campaign with a regular opponent and both create one or two unique special characters just for that.

Ironically, this was the majority response when the end fluff was released to the public: Valten and Archaon kill each other's horses then Archaon pulls back, tries again, and wounds Valten. Grimgor walks up, grabs Archaon by the neck and backhands him, claims he's the best, and walks away. Valten get assassinated by Snikch offscreen while comatose.

In addition, Crom stayed in the mountains to be a boogieman for Sylvania and Manfred walks up to Imperial forces with his enormous forces, taunts them, then decides that they've learned their lesson/chickens out.

There was so much lame and so many out of character actions, the whole thing was best forgotten.
