Im looking at replacing some standard lasgun troopers with about 9 melta guns and 9 plasma guns... what is the cheapest way/place to get these kinda things?

This is more suitable for the modeling forum but here's some ideas...

GW now sells these as metal bitz, something like 5 for $6. Probably the best intersection of price and ease.

There are some tutorials for using plasma pistols to make plasma guns, not too hard if you have a steady eye, a sharp knife and a lot of plasma pistols.

THe little smoke stacks on the Manfuctorum terrain set make great melta nozzels, IF YOU HAVE them lying around.

Finally there's always repping. If you make a simple conversion or distincitve paint job you can always say your grenade launchers have melta grenades or those aren't flamers they're plasma torches.

When in doubt, practice converting regular lasguns into other weapons unsing spare bits and things in the common household (straws, tooth picks, and really whatever you can find that is cylindrical and interesting)

Now that you guys have kinda turned me in the right direction ive learned that GW sells them for like 6 bucks for 5 or something like that (which isn't horrendous for GW)
