Here's the basic question: Do Wych Weapons count as a special weapon?

The issues: if they count as Special Weapons, then the DE player can't use them in conjuction with another special weapon. If they count as a special rule, then Wyches are benefitting from the use of a special weapon they have equipped _and_ the Wych Weapons that they paid for.

Yes, they are listed under the Special Rules of Wyches, but they are also weapons, as the name implies.

Am I reading correctly?
It seems the Succubus is the only one to get the Wych Weapon, and then is armed with that OR the pistol/CC weapon.
Which would make it seem that not only is it a weapon, but it is used instead of the other options - not together with.

They might be called "weapons" but at no point are they actually said to be a CCW, one-handed or not. Far as I can see they're just a special rule option in the newer printing of the codex.

Usually I mix up the Necron one, as it is not even clearly labeled.

If I remember correctly, "Wych Weapons" is an upgrade that can be given to a unit of wyches and grants a set of special rules to that unit. Furthermore, there is a clause (I believe) that states regardless of how a model appears to be armed, if it has the upgrade of "Wych Weapons," it counts as being armed with a splinter pistol and close combat weapon for the purpose of its own Attacks....

In the first DE DEX WWs actually did something depending on which Wych Weapon you had. When the DEX got it's first (and only) update WWs became a generic upgrade for the entire squad that just allows you to remove the bonus attacks your opponent gets for having multiple CCWs.

Taken specifically from the codex;

All models may take wych weapons for the cost of +1 pts per model, but still count as having splinter pistol and a CCW (or shredder or blaster if equipped)

What this mean is it doesn't REPLACE the CCW, it just gives your wyches a special rule which negates CCW bonuses and halves weapon skills below 6. So they still get the bonus for 2 CCW's, it doesn't count as a "special weapon". Fluffwise it says that wych weapons can be all sorts of things, from nets, to knives, to spears.

So to answer your question, no, it doesn't seem to add a "special weapon" as so much as adds a special rule to your CCW.
