I honestly think that "small army" and "competitive" don't really go well together. There may be some exceptions, but when you limit the number of units that you have, you also limit the amount of damage your army can potentially do in one turn.
That being said, a bikes-as-troops SM army can be pretty damned vicious, and not have too many models, though it's still a pricey army to build.

Short of LR spam, DH doesn't really have much going for it. We have awesome terminators, but that's not enough to float the entire army, especially since they're not troops.

Not_u stole the words out of my mouth. In 1000 pt. tourney i saw a guy bring 5 termies or so and a LR plus his HQ and never did get to see how he did i know he won his first game but had to leave shortly after.

Deathwing have few models, but I don't think are "competitive." Can they win games? Sure, but only the best players will be able to do so consistently, and not as much against players of equal caliber with better armies.

Deathwing struggle heavily at lower points because we can't take enough meltaguns or firepower units. A decent termy squad costs around 225 (chainfist + HF) and can get higher if you want the DWB and the Apothecary (who is necessary). Now you have to spend 130 for belial so we're up to 580 and haven't got in a LR or apothecary. One LR jacks us up to 830 so we can't get another, so we can grab maybe 2x LS and we're done. I say the smallest competitive army would have to be MCnids or Nob Bikers. Barring that, maybe a LR spam DH army. At higher points taking allies from C: DH and C: WH is REALLY helpful to get extra meltaguns.

I've done pretty well with my current deathwing army, haven't lost a game with it in 2 years and my eldar friend simply won't play against it anymore. I won't lie though
I usually run it as:
Belial w/Lightning Claws
3 Terminator Squads (three chainfist, two assault cannon, one heavy flamer, sergeants have Lightning Claws) with banner and apothecary.
3 Dreadnoughts (Venerable w/Assault Cannon & Storm Bolter, Multimelta & Heavy Flamer, TL Las & Missle Launcher)
Ravenwing Squad w/Attack Bike
Whirlwind
I think it's less than 30 models in 1750, does pretty well.

I normally field 18 models at 1500pts (3 are Land Raiders) in my pure GK army; however, a friend fields only 16 models in his 1500pt 'Nid army (Nidzilla).

Did the codex get errata'd? They still are the staple winning armies at my local gaming store tournaments. I have to make an army specifically to fight nob bikers to stand a chance at those tournaments and that is just dumb

-Sly Marbo once played an objective mission just to see what it was like to not meet every victory condition on his own.
-Sly Marbo bought a third edition rulebook just to play meat grinder as the attacker.
-Marbo doesn't need an Eldar farseer as an ally; his enemies are already doomed
-Sly Marbo was originally armed with a power weapon, but he dropped it while assaulting a space marine command squad just so his enemies could feel pain
-Sly Marbo still attacks the front armor value in assault, for pity's sake. |

No, nothing about them has been FAQed or otherwise; but people have wised up and started putting high strength blast weapons in their armies (demolishers, etc) that can instant kill a nob and get around the two wound nastiness. Now, instead of being cheese that anyone can win with, you have to actually be a decent player to make them work.

The two big mek and two dread is the smallest possible unit count you can legaly have. I'm almost certain, the only thing is that it would be hard pressed to even make it to 500 points with that list. And it would kinda blow.
