I playtested this against a guard player yesterday, and I was almost tabled, however still managed to pull out a draw. I don't know if this is a bad army that I just think isgood or if it can actually be compeitive. Tell me what you think, comments are more than welcome.

I think it's a good start, but the 10 Terminators struggle to be worth their points in this edition. If you take them out you will have 46opts to play with. Start by adding a 3rd troop choice. 3 is a good number to have for marines. Next throw in a Dreadnought or two and you will increase you offensive options.

Actually, it seems like a competitive army.
I'd keep the full Termie squad, its a shock & awe unit.

Dreads are not that viable, I would stick with the termies. You might also want to equip the Librarian with a shield and TDA. that way he can join a squad of termies and deep strike.
Two troop choices are bare bones but maybe it can work, I think it will be hard in multiple objective games.

Right now you have 460pts tied into one unit that shoots 4 missiles a turn. Here are some units and combinations which will put a huge hurt on the 10 man termiantor squad.
Vindicator (especially with Null Zone)
Demolisher
Executioner
Medusa
Obliterators
Bloodcrushers
All of these are very common units to see on the table and are in 3 of the most common armies you will ever see. (Marines, Guard and Chaos) They can kill large numbers of your terminators very quickly. You need a 3rd troop choice the the points for that should come from those termies.

I think your terminator unit is fine. Just make sure to keep the libby with them so they get LD10... you don't want them fleeing off the board first turn..
the only thing i'd change is i'd drop the redeemer, and swap it out with a 3rd tactical squad... and probably upgrade all tac squads to plasma cannons.
the mulitmelta bikes break the transports open, and the tac plasma cannons rip the contents apart
