Could he.Power armor is difficult to manufacture and to maintain,but he could have some tech-priest who maintains it,but there is another problem,the armor is heavy without servo motors and if they are damaged the commander would be immobile and he does not have black carapace,but that isn't required for wearing power armor.Some inquisitors even have terminator armor.

Depends on the rank I'd say. A regular Colonel or Major wouldn't really have the clout (or funds!) to commission one. A Lord General, OTOH, could theoretically have a set. Either as a gift from the Mechanicum, a private heirloom, or possibly constructed exactly to his/her specifications. As far as technology goes, I'd assume that power armour can be worn by those without a Black Carapace, they just wouldn't be able to interact with the more advanced functions it incorporates.

Yeah, I'd say the higher ups would probably have one, for the reasons that CadianXV said, but i doubt they'd wear it unless they're pretty close to the front lines but colnel or something wouldn't be able to probably haha, but i suppose they could have done something special to earn one

Inquisitors and Sisters of Battle can use power armour without any implants, so I'd assume that any human who can somehow acquire it could use it just fine.

Yep, anyone can wear powered armour. The Black Carapace simply makes it more efficient in enhancing strength and speed. Smurfs are crazy strong, but you didn't think that that S4 came from just muscle mass, did you?

Oh come on, everyone wouldn't be able to jump into an SM Power Armour suit and start rumbling off towards the sunset.
Sure, one built for the specific persons own specifications would work, but not one built for a "person" who is 2-3 feet taller. You'd DROWN in that suit.

@Muller: Look at SoB's and Inquisitors.
Like CadianXV said, it would depend on the rank. A Lord General in charge of a whole Battlefront could theoretically. But why would most want to? They weren't made Commander to rush to the front, they were put in charge to Orchestrate the IG efforts, not pulp the enemies themselves.

Like I said, when specifically built for you it would work, and SoB's Power Armour is very much specially built.
And an inquisitor will prob. just force someone to make him a Power Armour to his specifications as well or he'll bring down the Hersey-stamp upon whoever refuses, and go to the next tech priest...

So, why doesn't Creed wear PA? He's very close to the rank of an Inquisitor, commanding an entire world's military (and it's Cadia to boot!) and stepping on the front lines time and time again. I doubt someone like a General would have access to it if Creed doesn't And another note, only Inquisitor Lords commonly wear PA. I'm not saying that a General would never have a suit of his own, it just is very unlikely. Wasn't Lord Solar Macharious himself only clad in carapace? (I can't remember)

According to Dark Heresy yes, its possible to have one even if you are a "lower" officer.
The drawback is limited energy supply.
The next step is a better armour like the SoB ones.
How would they use he toilet?
The same way the fremen of dune use it, recycled.
Like I said, when specifically built for you it would work, and SoB's Power Armour is very much specially built.
There is NO fluff that supports this!
On the contrary, common sense points out to the opposite.
Suits are made by the tens of thousands to fit whole armies of people and tons of individuals.
Therefore it ought to be like in any military, certain sizes that fit a small range of heights would be produced.
Simply because the outer armoured shell is a certain size doesnt mean the inner soft envelope isnt flexible and/or adjustable. For all we know it could be form fitting polymers that mold around the wearers shape and assume the "perfect" shape.
For something that uses dark age tech I would certainly assume it would be more advanced then a fit-one-size suit only.
Heck even medeval knights of different builds could wear the same suits, it was a simple matter of adjusting the straps.

Serously pick up The Dark Heresy rulebook and expansions. Adds a wealth of extra fluff. The Inquisitors handook alone has at least 5 different types of bolter! (ranging from the well known adeptus astartes pattern, one tailored to normal human hands and even the Volstagg pattern bolter which is basically a modified flare gun!)

After reading through dark heresy I found the info on power armor and it said that non-military require recharge after 5 hours.

I add to the faction of "Yes, they could". If a Sister can wear power armour without terrible accidents, why shouldn't an offiver be able to do that? Sure no undercoating means there are no boni in for the wearer, but the protection itself sure feels very nice.
So why don't they do it? Costs. Every war is also a war of economics: my opponent has to pay more than me, if I want to win.

Looks like someone keeps outflanking your images about Creed's Tactical Genius with broken pictures, that would require some sort of Tactical Genius....
He has Power Armour, probably under his normal armour that way he just looks fat. If he doesn't he will right as the bullets hit him, then the Power Armour vanishes only to be replaced with new Power Armour to save him the next time.

Well, inquisitors can get a no-name brand knockoff version, so I'd imagine that a Lord Solar or Lord General could procure one of said type. Not as good as actual Astartes-grade stuff, but pretty up there. I'd say about the quality of SoB PA

I think that power armor is not widely used by civilians because it doesn't have backpack which has subatomic(micro-fusion  ) core and which powers the armor.

To be fair, the cost might not be so much of an issue. After all, a commander could always "Do a Yarrick" and get a suit from a conveniently incapacitated SoB.
I think shaving the chest plate down would probably be the hardest part. Then again, maybe he'd prefer the look?

I join the 'yes' group. However, I doubt a standard human could use an SM power armour suit, as it would be too big. There would be multiple human versions though (eg. the SOB's suits).
I doubt costs would be as much of a problem as clout/opportunity. You need either the clout to get one, or the opportunity to get one (and then clout to get it...)
On the subject of cost - @ Edorian - While you are right with regards to economic war in Modern Times, in the 40th millenium that doesn't count. When you have massive organisations like the Imperium (Trillions), then numberless hordes like the Orks, Tyranids, and then those who don't even care, as they self-repair (Necrons), making the enemy pay more than you won't work - as either they have more than enough in reserves to make your efforts meaningless, or YOU have more than enough reserves to not even bother fighting on even terms.

The fact that no officer in the Imperial Guard codex has power armor seems to point to it being pretty uncommon among them.
I'm sure a high level commander could get their hands on a suit if they really wanted one, though. Yarrick gets to run around with an alien weapon stuck on his hand. Straken gets to be half robot. Company commanders usually have refractor fields (which is actually probably a reason they don't have power armor in the first place).
