hey guys, i always here people mention plastic card but where to i find it??
any other types of material that are good to use for modeling bases would be great!!

You can get loads of different modelling bits for making bases, including plastic card from Barrrule.com
Another increasingly popular way of making bases is to buy a cheap WW2 tank kit and using bits of it to decorate the base

I am a little confused as to what you're asking. Are you looking for a way to make bases without having to buy them or just decorate them? I am going to assume to decorate as your post says "modelling bases."
Sand - glue it to the base and save $8.00 a container on "modeling sand." Just use water and white glue, splash it on around the model's feet, and dip it in a container of sand you dug up from the local sandbox.
Cork - don't know if you drink wine or know people who do, but pieces of cork make great looking rocks, stones, etc.
Sprue - cut up sprue to make pieces of rubble.
Craft Moss - I don't know the exact name, but the local craft store sells that artificial foliage/moss. You can get a huge bag for $5.00 or so and it can be used in place of the model grass.
I am not a huge basing guy, so that's all I got. Also, I play budget hammer, so all my stuff is cheap-o. Good luck!

Thats possible in America but in the UK ive never seen plasticard in any model shop.

Protip: Cut up credit cards/gift cards.
I personally base mine with water/white glue dipped in sand and add rubble made from cut-up sprues.

or "For Sale" signs. They come in different sizes, which determine thickness. Sometimes they vary in flexibility as well, but are untextured of course.
You can get cork sheets in the home/office section of your local big box retailer, typically used for office decor or to mount photos. Usually come 4 to a pack for about $4.00 USD and give enough cork to last you an entire army and then some.
