if you go 12" yes... if you go 24" no. 24" is Flat out and flat out means your guys are holding on for dear life trying not to fall off.
P70 of the AoBR mini rule book
"fast transport vehicles:
passengers may not embark onto or disembark from a fast transport if it has moved( or going to move) flat out in that movement phase"

A trukk with a reinforced ram may not actually ram an enemy vehicle by the best ( IMO) interpretation of the rules. This is hotly debated, however. I just don't think you should post like it is a sure-fire tactic when by many people's interpretations it won't work at all.

Moreover, if a vehicle moves fast its passangers may not disembark during that movement phase. Thus, if you were able to ram with a truck (you can't) and it blew up, the guys inside would be dead as they are unable to disembark.

You do realize its called a Reinforced RAM. Its called a RAM for a reason. Ram's are for RAMMING.
Trukks with Reinforced Rams can ram other vehicles.

Real life meaning =/= game meaning. Reinforced Rams are defined, and no where in that definition does it state you can Ram.
Can I shoot thunder from my thunder hammer? It has the word thunder in it....

edit: I don't wish to get into another Tank shock equals or does not equal Ram, so if that is your approach then I will say we have to agree to disagree.
Just remember that when making a rules argument the title of a peice of wargear has absolutely no meaning behind it - it is simply a way of referencing the wargear.

Umm, thats not really the topic of this thread. I see you are relatively new to these forums. You are describing a kinda "home brew" rule, whereas this forum (and subsequently this thread) is for the purpose of discussing the actual rules of the game.
Your proposed rule sounds fluffy and fun, but unfortunately is out of place in this thread. Try putting your idea in the proposed rules forum as a possible house rule.

And for another interpretation, you could look at the front of a train. The purpose of the 'cowcatcher' or 'ram' is to move a piece of debris, or an animal, out of the way so the vehicle can keep going. Reinforced ram on a truck lets it re-roll difficult terrain tests.
Nothing in the rules suggests that a reinforced ram lets you ram.

Lots of roads where I play .. but I've only played one game with water (lots IG with chimera just doesn't seem popular) .
