I may be wrong, but I was under the impression that any vehicle (has armor value and not a walker) could ram, but that if it isn't a tank it just has less chance of actually doing damage. Did I miss something?

You missed something.
See page 69.
An example from the first sentence in the Ramming section: "and means that the tank must".
Also note it is in the rules for Tanks.

Well thats not the main reason ... the reason is these rules are i quote "Tanks follows the normal rules for vehicles, with the additions and exceptions given bellow" What follows are 'tank shock' , 'death or glory' and 'ramming'
