If the vehicle moves, transported units counts as having moved as well.
ASsault weapons can be fired on the move with no change in their range or number of shots.

As said above, you count as moving if your transport has moved. However, if you move more than 6" your passengers cannot fire. Don't have the rulebook on me for a page reference though...

And just as an additional point, note that you can't start lootas deployed in a trukk or even buy one for them (there's no option to buy them as non-dedicated). Opentopped A10 isn't much protection, especially if you can't move->fire and waste turn 1 embarking... you'd be better off deploying them in cover on foot most of the time (or occasionally in a Bwagon).

Also, if you're putting Lootas into a trukk for the sake of having them in a vehicle, you're making a terrible tactical mistake. If you want to mechanize your Lootas to prevent them taking template wounds and small arms fire, it goes like this:
1. Take a full squad of 15 Lootas (225 points).
2. If points remain, take a second squad of 15 Lootas (225 points)
3. If points remain, take a third squad of 15 Lootas (225 points)
4. If points remain, put all three Loota squads into battlewagons, arrayed in a trident formation \|/ to present front armor across the field.
5. If points remain, put a Big Mek with a KFF into the central battlewagon to provide all battlewagons with a 4+ cover save.
6. If points remain, take a squad of 29 Gretchin + 2 Runt herders (107) and arrange them in a semi-circle around the battlewagon formation so that nothing can assault the battlewagons without getting through the gretchin first.
Voila! Mostly invulnerable firing base.
