The theory the the Skaven are inspired by AC/DC. They have a lightning motif (warp-lightning), and AC/DC have an electricity theme. The big bell rang 13 times, hells bells starts with a bell ringing 13 times.

Mayby I should model a Skaven army after AC/DC.

Actually, I think they're more just themed after Victorian fiction motifs and the fact that 13 is held as a curse/unlucky number in many Western cultures. A lot of Victorian Scifi/Steampunk uses electricity/lightning(as does Victorian horror such as Frankenstein) as a symbol for science and discovery as electricity was new then. This carries through with the Skaven thanks to their pseudo-sciences that are very Steampunk oriented.

actually someone at my local GW just bought a DE Battleforce, Haemonculus, and a bunch of other stuff.
