This is, to my knowledge the best-intentioned people in the w40kuni.

1. Tau. - 'for the greater good' they try to reason before using force to solve their problems.
2. Space marines - 'and they shall know no fear.' - though only for their allies and civilians of the imperium, the space marines fight solely for honour and for the safety of others - mostly.
3. Eldar - 'the lost empire' - basically tied with SM. (I like MEQ more though) they attempt to manipulate rather then kill, and always can be found trying to stop some chaotic evil.
4. Orkz. really neither good nor evil, the orks are really just there to have fun, loogt stuffz kreate kustom shootga's and smoke weed.
5. Chaos - really, no need for an explanation. they're manipulative and dangerous.
6. FOTI. really only out for themselves, an untrusting bunch and generally willing to sacrifice millions of others for the sake of their own. they have no allies and they often can be found 'oh poor me, I'm so weak.' just before they slaughter another imperial planets populace.
7. inqusition - they kill, the conscript, they attack and they seem to creat as much bad as good.

8. you will have noticed I've left out 'nids. 'nids don't count, because for the most part they're insentient, or at least, they follow orders. the hive mind, however has no care for others.
9. I also didn't put in Neccies, necrons, once again are out for their own. they're not trying to be dangerous, they just wan recources.

10 if I've missed anything, feel free to post a correction.

this is solely for entertainment, so if you don't agree, argument is open.

No idea, but the slot and the description could (possibly) refer to dark eldar? And they aren't on the list. If so, I'll disagree with the 'woe is me' bit though. Actually, good chunks of it, so maybe it isn't DE...

Why is FOTI and the inquisition lower on the list than chaos!? Dude!?
Also Tau are only superficially good. Anyone who refuses to join them... well, dies.

Eldar also suck. They're the most self-centered buggers of the lot, and only help others if the local farseer predicts that it will in some benefit them in the future... jerks.

Orks are probably the most well intended race, they do follow the whole, "do unto others" bit and everything. It's just that "others" don't really appreciate a good brain panning quite as much as the orks do. Also, other folks seem to complain an awful lot about "pain"...

With orks, even too many is not enough!

Forever alone

Tau are fairly evil. They sterilise their human allies, mind-control the Vespid and will kill anyone who refuses to join them.

Space Marines have different morals depending on their chapter. Some chapters, like the Ultramarines, Space Wolves and Salamanders will make protecting civilians and preserving Imperial territory their top priority, while chapters like the Red Scorpions don't care about innocents caught in the crossfire.

There are also some Space Marines (notably Ultramarines and Blood Ravens) who will fight alongside aliens against truly evil foes (Eldar are the most common allies).

People are like dice, a certain Frenchman said that. You throw yourself in the direction of your own choosing. People are free because they can do that. Everyone's circumstances are different, but no matter how small the choice, at the very least, you can throw yourself. It's not chance or fate. It's the choice you made.

You forgot one of the factions that is present in the fluff, bot ignored game-wise.

Renegade chapters.

Not all Space Marines that turn from the Imperium fall to Chaos. Some of them do to escape and rebel against the oppressive power wielded by the Ministorium. Their intentions are often far more morally valid then other human factions.
