I think the game needs a new universal special rule that allows you to shoot your own units and into ongoing assault.

Here's an example: orks see some gretchin fighting in close combat with space marines. Orks think (with current rules): "Hmm we must not shoot or we might hurt our green-skinned brothers"

Orks think (with new universal special rule): "Gretchin? Haha shoot 'em up"

This rule was actually already presented in the current rule book (atleast in the hard cover one) in page 273.

I think atleast orks should get this rule and maybe csm and ig.

Every time I hear "in my opinion" or "just my opinion" makes me want to strangle a puppy. People use their opinions as a shield that other poeple can't critisize and that is bs.

If you can't defend or won't defend your opinion then that "opinion" is bs. Stop trying to tip-toe and defend what you believe in.

Well, you can scatter templates into assault as far as I know. You cannot not direct fire on an ongoing assault. If you want to do this just load up on kannons and lobbas and have at it.

Rogue Trader used to have a vague ruling that allowed you to shoot into combat.

It allowed you to shoot through your own men to say reach a target... wasnt very fun though....

I heartily agree. Especially for orks & guard!
Guard regularly sacrifice dozens for any old short sighted objective, and orks think, "it's funny when you shoot yer own gits". Even if each shot had a simple, "4+ you hit your own guys" rule, it would still be awesome.

With orks, even too many is not enough!

Everyone should get it. (except the skinny girly races)

Humans in general are ruthless and will sacrifice anything to achieve victory.

Orks, ya, they wouldn't think twice about it.

Tyranids are constantly working to achive the hive mind's objective, loss of life means nothing because the biomatter will just be reobsorbed.

Deamons are simply evil and will follow their god's will.

Dark eldar are pirates and looters, treachery is basically a daily routine to them.

The Tau and Eldar however both have a notion of being the just good guys. Also they both have relatively miniscule populations, compared to rest of the races, so fireing upon their own troops would be a devastating loss to their race.

Besides, it's not like those freakish blueys could figure out that any of their Firewarriors locked in combat are as good as dead anyway.

Try paying guard or orks versus marines with this...the marines love being able to bolter into combat, mow down loads of orks and fairly unlikely to hurt their buddies, who likely need the help to not die in the assault.

Eeeghhh... not really. But your second point holds up. Regardless, Tau shooting into their engaged Kroot 'mercenaries' wouldn't be so out of character. It is a bit harder to imagine with ye olde dying race though. Every Eldar death advances their ultimate cause though - to awaken Ynnead and to put an end to dual lash once and for all!

Well I think an army should only get the rule if it's purpose can be explained via fluff so giving this rule to marines would be unfluffy (what marine would shoot their own battle brothers) and unbalanced. I think this rule shoulnd't be the ultimate cc solver more like an option like the tank shock rule.

Well, I can't see a bunch of shoota boyz shooting right into an assaulting Nob mob. But shooting into a gretchin herd? Fun for sure!

So maybe it would be a nice addition to the "It's a Grot's Life" rule.

I have often thought this would be fun to play in as horde guard list. Get 50 Conscripts in CC. Then shoot em up with artillery and HBs.

Also it would be cool to shoot retreating men. Any squad with a commissar attached in a guard army can fire at any friendly retreating unit in range to be resolved as normal but meaning the squad regroups afterwards.

Just an idea.

I don't think the necrons would.
Necrons do not wage war. To them, they are merley harvesting wheat.
A farmer would not bash another farmer in order to get more wheat (unless he's a douchebag).
Such a tactic requires some fear of loss and the 'crons just aren't that guy. =)

The most balanced way I think it should go is:

Example: 10 Space Marines shooting CC mashup of more SMurfs and DE Warriors

Roll to hit as normal (20 shots, 13 hit)
Roll to wound (vs the DE's T3) (13 hit, 9 wound)
Roll armor saves (no armor save vs bolters)
Roll a "Who did I hit" check, 1-3 you hit your own guys (4 (1-3) 5 (4-6))
4 Marines die, 5 Warriors die.
