To start - Make choices with your ork boyz. If they are slugga orks then take out the big shootas and focus on running every turn you aren't in CC. That should drop your two mobs to 220 points each (saving 45 points).
One option here is to drop the footslogging Nobz completely. Rely on the nob bikers to take out mobile units, the boyz (each lead by a warboss) to take out entrenched units, and the koptas to take out armor. Unfortunately, this puts you at ~1650.
You could also field your list without the koptas for 1760. Koptas are interesting, but have major limitations such as having poor ork leadership and no boss poles. In squads less than 5, a single casualty means a leadership-or-run check... and it isn't hard to kill one of them. Most people run either a single unit with buzzsaw suicide armor killer (fly at tank, kill tank, get shot down) or in 5 kopta squads either with Big Shootas for swarm-ish armies or the TL Rokkits for armor (swing around behind tank; shoot; repeat).
If you are facing some enemies with some tank nastiness, you might want a buzzsaw or two for fun (turbo boosting on the scout move gets you 24" closer and should allow an assault on a tank in round 1). You could probably get a few in the field if you took out points from the various nob upgrades.
Hell, I've run three single model unit koptas before with just the big shootas. They are great because they will be annoying (3 TL shots at 5+ with strength 5 will usually score 1 wound against a squad) but too cheap to waste time shooting. You get a little buzzing fly to annoy the opponent, picking off a model here or there. Strength 5 also means technically capable of blowing up rear armor on some vehicles. Again, for 35 points, it is a good bit of diversion. If it is blown up, just remember that it was a unit not shooting at your real dangerous things (the boyz and nobz slogging over to you).
Just some things to consider.

I'm not sure that making the Nob Bikers so expensive just to take advantage of the complex unit/wound allocation is worth it.
I would loose the runts/grots, the kombi-scorcha and the additional boss pole, remove three of the big choppas and possibly a power klaw. 'eavy armour is not necessary as long as you have the Pain Boy in the unit (cybork bodies might be overkill as well) so you can save some points there too.
If you're running the Warboss with the Nob Bikers you could afford to make him a bit cheaper too, and I'd look at running 3 single Deffkoptas (as you have the fast attack slots available), all with just the twin linked rokkits and perhaps a buzzsaw on one if you really want. That'll free up some points for more boys, more Lootas and/or a Big Mek with a Kustom Forcefield to increase the durability of a couple of you boyz units.
I really like a unit of 10 Kommandos with Snikrot as well but I think you're too tight on points there and the Nob Bikers should be a suitably devastating unit on their own!

I think the point the last two posters missed is the fact that he's running what he has.
Tactica for your squads of 3 deffcoptas would be to run one straight up and fast and outflanking with the second 3. Crack your opponent in the nose first go and then while they're going Pardon? you hold off the board another unit to make them a little wary.

no need to give the mob bikers 'eavy armor. The bikes do that already.

That's what I figured out, too.
It gives me some points to beef up the Lootas.
