I really want to do a Imperial guard army but the GW minatures are soooo darn expensive, does anyone have any suggestions on what I could do?

Ebay is your friend. The best and cheapest way to get lots of men is to buy a job lot of badly pianted IG on the cheap and then respray and convert where necessary. Tanks, the same thing, but if you want freedom of complete cutomization then you'll have to go straight to GW or a discount store.

Then after you have built up a base and want to move onto new stuff for them you can go to online stores. Maelstrom is good for over here in Australia as the conversion from the pound after their 10% discount makes it roughly 30-40% off, with free shipping. But, there's probably a better one over there that does 20% off, unfortunately I don't remember it's name at the moment. I think it might have been Wayland Games or something but I might not be thinking of the right name.

If your budget is restricted definitely shop about. Wayland games are pretty good ( bought a sky ray missile defense vehicle for 15 pounds less ) and theres several other sites out there with cut rate models. Also if your up for conversions consider using cheaper gaming systems models and parts. I'm quite partial to the look of the pig iron range myself. If your willing to put the effort in you can end up with a cheap to make but visually unique army indeed.

I think the kolony rebel models would make for perfect savlar chem dogs. Add in some cold one rough riders and your onto a winning combo. Either that or the system troopers would make a good army to with conversions.

I sometimes feel I'm the only person that doesn't like the pigiron heads, although I'll grant that I might be able to find some use for the trooper heads for skitarri, if other avenues failed.

Back on topic, if you have a local non-corporate games store, they often have second hand models for sale. At least, mine does. You can pick up some good deals there.

There are some pig iron heads I don't particularly like. Like the system troopers helmed heads I'd likely replace with cadian or elysian if I had them. But the kolony rebels I think arent too bad at all.

I got all my Guard on Ebay, and on the Dakka Swap Shop.

Ebay tip:

Just go to the 40k section (not Guard section), sort by Time: Ending Soonest, and buy everything that's a bargain.

Even if you personally don't need it, someone on Dakka does - I now have about 2500 points of Guard spending around $400.

If you want to buy from a store, I recommend Bitkindgom. They've got the best prices by far, though admittedly the only things I bought from them were some bases, the Codex, and one thing from the Used Minis section.

Without being rude, and please don't take this the wrong way, but how old are you? I mean, the answer to your question is obvious in so many ways. There are many things people want in life, but not everyone is Richard Branson (i.e rich) and so hard choices have to be made.

I can't believe you couldn't figure out the ebay avenue on your own, and I can't believe it hasn't occured to you to look in the trades section ( I just sold a near complete IG army for 150GBP, most of it unpainted, and some of it Forge World )......so whats the problem?

Not everyone realizes you can buy things on Ebay. Who would have thought you could buy plastic toy soldiers on ebay? Espically GW ones where many people don't even know about. I was told about ebay, checked it out, and was shocked at how much is there. Just because alot of people know about it, it dosn't mean everyone knows about it.

Be careful with pig-iron models if your planing to play your games at any GW store. Some stores are anal about people using other models other than GW.

It depends on whether you insist on being tournament-legal. If not, I've grabbed a Tamiya tank model for $15 US.... grab some bitz and transfers online and follow JohnHwangDD's suggestion and you're set.
