well I went out and bought the scenic stuff ( about 7.99 for a crap load of it) and i only used about 1/16 of it) . I know if you want a nice powder effect, your going to have to use plaster of paris and set your figures in it to what ever depth you want. then do a heavy flocking of it with the flock. That will give you a light airey look.
FOr a icey look just add more layers too it.

For bases like those, all I did was buy one of big tub things from woodland scenic (I think was StarGate was talking about?) which is like 9 bucks and is at least 10x more then youll get from one of GW's little 8 dollar tubs... All I did for the base paint them completely in astronomicon grey and used strait white elmbers glue smered around the base then immersed the models in the snow maybe up to their knees and let it sit in their till it dried. took it out, blew off the excess and tada. Its not the best effect but it give its an easy to achieve icy look. Its partly the paint that gave it the icy look so if you went with a pure white and layered it once more it would give it a more snow then icy look.

The snow on my models is done with:
- 3 Parts Baking Soda
- 4 Parts White Glue
- 1 Part White Paint (just a tad to make sure it doesn't go yellow)
- 2 Parts Water
Mix those ingredients together until you have a pancake batter-like consistency. Always add a healthy amount of White Glue (this is the main ingredient). Just dab it where you want it on the base and then let it dry over night.

Base it with static grass (or similar) then just apply small bits of snowy stuff.

This is done by mixing a product called Microballoons w/ white glue and water until it is the consistency of toothpaste. Then globe it on. Nice, half melted snow look

Oh jeeze, a friend of mine does all his snow with this special paint on stuff... Im not sure if they sell it anymore but I will try to get the name for you just in case. It comes out looking exactly like what you see in that picture and all it is, is a little tub and you take a brush... and brush it on where you want... Its supposed to be like some little project snow for christmas stuff... but we bought them many many years ago but Ill try to find out the name for you and even post pics of models.
EDIT: Heres a pic I found where he did the base using the stuff... all youd have to do it add some grass

GW actually wrote several articles on snow basing around the holidays. I hate to advertise them more and more, so instead of using their flock, just buy woodland scenics.
The one technique that I've had most sucess with(conicedentally it looks just like the effect you want) is to mix the flock with pva(or elmers in my case) glue. You want an almost chewing gum consistancy. Spread this on a base that has had static grass already applied to it and allow it to dry. Then, apply watterd down pva glue to the snow mixture and flock it once more with woodland scenics snow.
people have told me that making small humps on the models bases with GS is another effective strategy to making snow. They apply globs of GS to the model before its primed, then paint them white and follow that with a flocking of snow.

Scrape some candles with knife. Then mash the thingys for the consistense you want, it will cost like 10cents for like the tub that gw sells =) i have used it and works great!
