Do the eldar build new stuff? If so where? I had this crazy idea in my brain for an eldar army themed around the idea of "The forge" where they make stuff for the eldar craftworlds...but do the eldar really make any new stuff? Does their old stuff never go bad/break?

As Lord of Battles said they "sing" to wraithbone and shape it into numerous forms like a weapon, tool, armor etc...The warithbone is also stronger than adamantium(from Codex:Eldar 4thedition).

Ah, alright. (So, that's what the 'bonesinger' model name refers to)

So, they don't actually have a forge, more like a chior

Don't have my codex with me, but I know for a fact they build their own equipment all the time. Matter of fact, one of the smaller craftworlds, Yme-Loc (If I'm not mistaken) is known for their bonesingers, who can "practice their craft even in the heat of battle." Makes me wish bonesingers were playable, but I guess that's an argument for Proposed Rules.
