I am considering putting together a Loota-themed army and wanted to get some advice about the most efficient way to do it. I was thinking of using the 3 Battlewagon idea with a KFF big mek in the middle. This list I drew up looks like this for 1500:
HQ: KFF Big Mek: 85
T1: 30 Shootas (Nob w/klaw and BP): 220
T2: 30 Shootas (Nob w/klaw and BP): 220
E1: 15 Lootas: 225
E2: 15 Lootas: 225
E3: 15 Lootas: 225
HS: BW w/ Kannon: 100
HS: BW w/ Kannon: 100
HS: BW w/ Kannon: 100
Total: 1500
This seems low on troops for 1500 points. Am I going about this the wrong way or should a Loota-list be used at higher point values?

If wagons moved, deffguns in them cannot fire.
Seems a waste for wagons' ramming and assaulting ability.

Major issues I see:
Battlewagons can't move if the Lootas want to fire
If the wagon gets shaken the lootas can't fire
2 packs of boys will get nom-nomed rather fast and only gives you the potential to go after 2 points.
My suggestion would be pick up another KFF Mek and get rid of the battle wagons. Deploy into cover or stick a mek to have range of all 3 packs.
Either up the number of boyz packs or take Trukks with boyz.

The idea was that the wagons would be deployed in a manner that they did not have to move. A formation like this / I \ so that the Big Mek is only showing AV14. I figured that with a 48" range, I could set up this firebase and force other players to come towards it, at which point my boys could get stuck in.

Yeah the only real issue with that though is you are investing 325 points per and only giving your enemy 5 targets to shoot at. At some point your going to get side armor hits and AV12 is rather easy to at least shake.

In case you don't see my replies and PMs elsewhere - this is a solid foundation for a list, but not for 1500. 1750 and 1850 are another story, but for 1500, take out the battlewagons and substitute a unit of gretchin to give a 4+ save to all your Lootas.

What dash said, 1500 is too small for Wagon rush....I mean wagon bunker.
If you still want a tank, you can replace them with boom-wagons. Don't expect too much out of them, but they can throw out some dakka if they don't break down. You could also try killa-kans. They aren't quite as tough as the wagons, but they shoot better and still get a cover save from the big mek while providing cover to your units.

This build makes heavy use of gretchin as a cheap screen, as you can probably tell. 30 of them go at the front with the KFF behind them and the mobs behind that. They get a 5+ while the orks get a 4+. The Lootas don't get the luxury of a KFF, so they have to make do with 29 grots and two runtherds around them going to ground.
This list provides cover to your frontal assault mobs and it gives cover to your firebase. Personally I might decrease the lootas to 12 per mob, or even only two mobs if I wanted to fit in some more. I decided to leave them intact because they're the core of your list and how you want to play.
This is just a suggestion. Wait for Dashofpepper to tell me it's a bad idea first.
