I'd say your scenario requires more parameters to have any value, and moreover, for anyone to give anything but an arbitrary answer.

Single-shot railguns don't impress anyone, and are generally taken for their submunition round (STR6 AP4) not for their anti-tank ability. If you want to kill land-raiders, you take a broadside team.

In all honesty, I would say the Land Raider, depending on which one. If it were the SM one, then I would say that would win. It really depends on gets the first shot, but as Dashofpepper said, the single-shot railguns really aren't too scary, the sub-munition is.

For example, my friend fields a SINGLE broadside and one hammerhead against me (IG). His broadside is the only thing that worries me, the Hammerhead is better all-around, not piercing FA14.

A Hammerhead has a 13% chance of destroying a Landraider in a single shot.

A standard Landraider (2 twin-linked Lascannons) has a 30% chance once in range, 15% if the Hammerhead is packing Disruption Pods. If it's packing an Assault Cannon, it's down to 13% and 6.5%.

A Hammerhead with Disruption Pods and range might be able to hold off a Land Raider for long enough, so that's my vote.
